In order to build a new computing power network system, China established the "Eastern Data and Western Computing" industry alliance in September 2020. In May of this year, it launched the construction of the national hub node of the national integrated computing power network to accelerate the "Eastern Data and Western Computing" project.

  At present, "Eastern Data and Western Calculation" is being promoted in western regions such as Guizhou, Ningxia, Gansu, etc. All parties are working hard to form a new pattern of computing power with Chinese characteristics, or will build a "new economic map" in the digital age.

Optimize the computing power network to enhance the international competitiveness of the "big data country"

  But for a long time, China's computing power level has been difficult to meet the huge computing demand brought about by the surge in data volume.

One of the important reasons is the imbalance between supply and demand and the development disorder of data centers that carry computing power: the first-tier cities in the east are "squeezed and broken" and tend to be saturated, while in other regions, especially parts of the western region, "unmanned use" has a low utilization rate.

  In order to further strengthen the overall layout of the national integrated big data center, in May this year, the National Development and Reform Commission and other relevant departments issued the "National Integrated Big Data Center Collaborative Innovation System Computing Hub Implementation Plan", clarifying the Triangle, Guangdong-Hong Kong-Macao Greater Bay Area, Chengyu, and Guizhou, Inner Mongolia, Gansu, Ningxia and other places lay out the national hub nodes of the national integrated computing power network, and accelerate the implementation of the "Eastern Data and Western Calculation" project.

  Dong Libin, head of Huawei Cloud Marketing Department, introduced that the center is an important bearer node for Huawei Cloud's business in the southwest region, and its service scope can radiate to surrounding areas such as Chongqing, Guangxi, Guangdong, Yunnan, and Sichuan.

  "Place hot data in the east and cold data in the west to achieve the best overall energy efficiency." Dong Libin told reporters that Huawei Cloud has two cloud data centers in Gui'an New District and Ulan Chabu, Inner Mongolia.   Zhuang Ning, general manager of Ningxia Western Cloud Base Technology Co., Ltd. said: "By adopting natural air cooling technology and lower electricity prices, our data center with 1,008 racks can save 3 million yuan in electricity bills a year compared with the eastern provinces.   Data centers are called "non-smoke steel mills" and "electric tigers". Electricity costs account for the "largest" of their operating costs. A super-large data center consumes nearly 100 million kilowatt-hours of electricity each year.

Under the goal of carbon peak and carbon neutrality, how to achieve efficient, clean, intensive, and cyclical green development is a "difficult problem" and a "must answer" in front of the data center.

  "Counting east and west" is undoubtedly the starting point for "breaking the problem".

For a long time, the eastern region has a large demand for computing power due to its proximity to users, but it is difficult to build a new data center due to energy consumption restrictions and high power costs. Although the data resources in the western region are not as good as the eastern region, it is rich in energy and has a suitable climate.

"Eastern data and western calculation" will help realize the complementarity of data resources and energy supply between the east and the west, and promote the green development of data centers.

  According to Yu Shiyang, director of the Big Data Development Department of the National Information Center, according to estimates, the power consumption of my country's data centers relying on the "West-to-East Power Transmission" is about 2.144 billion kWh, and the average power consumption is about 6%.

"Eastern data and west calculation" and "West-to-East power transmission" will build large or larger data centers nearby in the northwest wind and light abandoned areas, which can not only promote the development and utilization of clean energy, but also reduce power consumption and further reduce carbon emissions.
