From 2022, Russians will receive pensions, benefits, including temporary disability benefits, and other payments without a request.

This was announced on Tuesday, September 21, by Prime Minister Mikhail Mishustin.

According to him, the funds will be credited "automatically, in electronic form, which is much more convenient and simpler."

“There will be no need to transfer any information to the employer, as it should be now.

Parents will be able to devote more time to their baby, and not waste their energy on collecting certificates, documents and waiting in queues, ”Mishustin said during a government meeting.

The prime minister also spoke about the planned increase in the minimum wage (minimum wage) in Russia to 13.6 thousand rubles from 2022.

As a result of this decision, the authorities expect an increase in wages for almost 3 million people, the head of the Cabinet added.

Following the meeting, the government approved the draft law "On the federal budget for 2022 and for the planning period of 2023 and 2024."

The document is planned to be submitted to the State Duma for consideration by October 1.

As Mikhail Mishustin explained, the budget is focused on fully fulfilling all the obligations of the state to citizens.

At the same time, in the next three years, the authorities will only increase spending for these purposes.

“For example, financing of national projects in 2024 by the level of 2020 will grow by more than a third.

We will direct almost four times more funds to implement the tasks that the head of state set in his message to the Federal Assembly, ”the prime minister said.

According to the project, the total volume of expenditures of the state treasury will grow steadily.

In 2022, the corresponding amount will be 23.61 trillion rubles, in 2023 - 25.1 trillion, and in 2024 - almost 26.15 trillion rubles.

Budget revenues will also increase throughout the three-year period.

It is expected that in 2022 the treasury will receive a little more than 25 trillion rubles, in 2023 - 25.54 trillion, and in 2024 - 25.83 trillion.

Thus, over the next two years, state treasury revenues will exceed expenditures - the budget surplus in 2022 and 2023 will amount to 1.41 trillion and 435 billion rubles, respectively.

Meanwhile, in 2024, the budget can be executed with a deficit of 315 billion rubles.

“First of all, the authorities will focus on stimulating the growth of real incomes of the population.

Against this background, in the long term, the growing social agenda may lead to an increase in budget spending and a deficit in 2024, ”explained Alexander Abramov, head of the laboratory for the analysis of institutions and financial markets at the Institute for Applied Economic Research, RANEPA, in an interview with RT.

At the same time, budget revenues will grow largely due to the rise in prices for goods exported by Russia, said Valery Mironov, Deputy Director of the Center for Development Institute at the Higher School of Economics.

In particular, the specialist notes the expected increase or persistence of high prices for fuel, metals, timber and timber products.

“Global GDP growth rates are super high this year amid recovery from the pandemic.

This stimulates demand for the main commodities traded in the world.

The demand for raw materials, including Russian, is growing at an outstripping pace, ”Mironov explained in a conversation with RT.

To fight poverty

As Russian President Vladimir Putin said on Tuesday, the authorities need to make significant progress on all national goals by 2024.

In this vein, the federal budget for the next three years is decisive and requires "maximum elaboration, concentration of forces and resources" in priority areas, the head of state emphasized.

"This also applies to such tasks as increasing life expectancy - one of the key indicators, reducing poverty, in the social sphere the same thing, improving the ecology and living environment, which worries millions of our people," Putin added.

In 2022, it is planned to allocate 3.6 trillion rubles from the budget to achieve national goals, in 2023 - 3.9 trillion, and in 2024 - 4 trillion rubles.

According to him, first of all, the funds will be used to reduce the level of poverty.

“More than 5 million families with children will receive additional social support measures.

For these purposes, 2.1 trillion rubles will be provided in the budget, ”the head of the Ministry of Finance emphasized.

According to the World Bank, in 2020 the poverty rate in Russia fell from 12.3% to 12.1%.

Moreover, in 2021, the value may reach 11.4%, experts of the organization predict.

At the same time, the government expects that in 2023 the indicator will additionally fall to 10.9%, in 2024 - to 10.4%.

“Most likely, in the foreseeable future, the authorities will gradually reduce spending on business support and pay more attention to the development of the economy.

Large business as a whole is doing well now, while small and medium-sized businesses, although they require support, are not as significant as they were during the pandemic.

In turn, the support of people should become more targeted and will have a pronounced character, ”concluded Alexander Abramov.
