United We Can has registered a Non-Law Proposition in Congress with which it intends to resume its idea of

integrating the new mutualists into public health.

The parliamentary group thus intends to progressively eliminate the system of General Mutual Fund for Civil Servants of the State (MUFACE), which provides

assistance to public officials.

This system

allows them to choose between two options: Social Security and private health. Within private healthcare, to date, there is the option of choosing between four providers:

"The defense of a universal and public health model is incompatible with reserving differentiated care for two million people," states Unidas Podemos in its proposal. They consider that a system of mutual societies "outside" the health system

produces "a source of inequities"

. The NLP of the purple group also refers to the Social Institute of the Armed Forces (ISFAS) and the General Judicial Mutual Fund (MUGEJU) and it was criticized that administrative mutualism "uses private providers with public funding" to provide health care. The parliamentary group has designated MUFACE as "the largest" of the mutual societies, dependent on the

Ministry of Territorial Policy and Public Function

, which serves 1,473,641 people (984,867 holders and 488,774 beneficiaries).

Several have already spoken out against the proposal, such as the

Central Trade Union Independent and Officials (CSIF). "

We regret the pressure from United We Can," they said in a statement. "We want to remember that administrative mutualism was established at a time when officials lacked Social Security and had to pay for health care insurance privately," they have expressed.

Likewise, the union has indicated that the proposal has created uncertainty among the civil servants, for which they demand a meeting with the Minister of Finance and Public Function,

María Jesús Montero.

In addition, they demand that the Treasury close the new health agreement with the mutuals for the next few years in order to create "sustainable" conditions. In his opinion, if not, the aggravation to which the National Health System has subjected the pandemic, will leave about 2.1 million people in a "very compromised" situation.

They also insist that health care is provided under the conditions established by the

Public Administration

in concert with insurers, different from those offered in private insurance and with benefits from the

Basic Portfolio of the National Health System

. "These coverages are even sometimes diminished in relation to those offered by the autonomous communities themselves to the rest of the inhabitants of their territory," they denounce in a statement.

According to the Public Health Expenditure Statistics prepared by the Ministry of Health, in 2019, mutuals represented 3% of public spending (2,231 million euros).

According to the latest data, purchases from the private sector through concerts represented 10.8% of public health spending, that is, 8,072 million euros.

MUFACE has a considerable budget of around 1,750 million euros (2018) and an

average workforce of 850 people.

In addition, it is integrated into the management of

the Pension Plan of the General State Administration

, whose assets are around 640 million euros and has more than 640,000 participants and beneficiaries, which is why it is ranked as the largest plan of European occupational pensions by number of participants.
