In 2021, the central government will allocate 78.78 billion yuan through the general public budget, and at the same time promote local governments to allocate 8.8 billion yuan through diversified channels such as general public budgets, general bonds, and land transfer proceeds to support the nation's construction of 80 million mu of high-standard farmland.

  Second, ensure the construction of high-standard farmland as a key area.

To adapt to the new situation, new tasks, and new requirements of high-standard farmland construction, in the next step, we will work with relevant departments to promptly revise and improve the fund management methods, and establish and improve the investment guarantee mechanism in accordance with the common power of high-standard farmland construction.

At the same time, promote local optimization of the expenditure structure, make farmland construction a key issue, and promote the central and local governments to jointly increase investment in high-standard farmland construction.

In addition, in accordance with the relevant requirements of the State Council on the implementation of incentives for areas with significant results, in conjunction with relevant departments, implementation of incentives for areas with high-standard farmland construction and post-construction management and protection, and where the provincial government has invested more heavily, will further stimulate local governments. Enthusiasm, initiative, and creativity, promote local, especially the provincial level, to increase investment in high-standard farmland construction, and at the same time clearly require that all incentive funds are used to support the construction of high-standard farmland.

  Third, take multiple measures to ensure that the annual key tasks of the "Plan" are implemented. According to the division of responsibilities, the Ministry of Finance will insist on equal emphasis on new construction and renovation and upgrading, as well as the quantity and quality of construction, and support relevant provinces to carry out the renovation and upgrading of established high-standard farmland. When allocating subsidies for farmland construction, high-standard farmland construction tasks and local grain production conditions are taken as important measurement factors, and 13 major grain-producing provinces are given key support. At the same time, improve the diversified investment mechanism, give full play to the leveraging role of government investment, and adopt various methods such as investment subsidies, subsidies with rewards, and financial discounts to guide finance, social capital, and new agricultural business entities to invest in high-standard farmland construction. In addition, the relevant business entities are guided to carry out high-standard farmland construction and management and protection, and all localities are encouraged to further mobilize the management and protection enthusiasm of the directly beneficiaries, and promote the long-term benefits of the project.
