delivered the news yesterday (14th) that government job centers and local government job centers stole people's personal information and used them to 'inflate performance'. Victims were unaware that their personal information had been stolen, and it is pointed out that the law that requires immediate notification when this is confirmed was not followed.

This is the exclusive report by reporter Kim Jung-woo.

Inflating employment by stealing personal information was first detected at the end of 2017.

There were more than 7,000 false job applications by stealing personal information from not only acquaintances of counselors, but also public work participants and local government licensing materials.

Although accusations and disciplinary actions were taken against 32 counselors who entered false information, no action was taken against victims of personal information theft.

When personal information is leaked, it is a violation of the Personal Information Protection Act, which requires the victim to be informed immediately of the leak, the circumstances, and the damage relief procedure.

Failure to do so will result in a fine of not more than 30 million won.

[Park Yong-cheol/Professor, Sogang University Law School: If there is an act of leakage, we must notify the information subject, that is, the victims. After giving notice, you will probably be able to receive compensation under the Personal Information Protection Act.]

Moreover, the victims of personal information theft are not limited to the 7,000 people in the first investigation.

In the third investigation, more than 12,000 cases of the deceased applied for a job and 947 cases of the deceased were employed, but survivors of theft victims were excluded from the count.

There was also a case where a local government job center received a list of participants in the financial job project from public officials or public officials and applied for a false job, all of which are victims of personal information theft.

Ministry of Employment and Labor said that it changed the job center evaluation system, which was the background for inflating the performance, and strengthened the training of counselors, but did not come up with any action plans for the victims.
