  He said that at present, China’s manufacturing industry is large but not strong. “Big” means that China’s manufacturing GDP has led the world for 11 consecutive years, accounting for about 30% of the world’s total. Relatively weak, which is reflected in the fact that there are not too many original and transformative technical products; the second is that the industrial foundation is relatively weak, which is reflected in the fact that many key components cannot be independently developed, and the consistency and stability of the developed components are relatively poor, and the lifetime reliability is relatively poor. Relatively low, China is in the middle and low end of the manufacturing industry, and the quality benefit index is relatively low; third, China’s energy consumption per unit of GDP is 2.6 times that of developed countries. According to the data of 2019, China’s energy consumption per 10,000 yuan of GDP is 0.6 tons of standard coal. Developed countries are 0.26 tons of standard coal; fourth, in the Chinese people’s livelihood industry, the big data of the people’s living environment and the Internet are widely used, but the digital transformation of the equipment manufacturing industry, the integration of networked and intelligent manufacturing with traditional industries is far from being realized .

  Chen Xuedong pointed out that China has set the goal of becoming a strong manufacturing nation by 2035. The Chinese Academy of Engineering and the Ministry of Industry and Information Technology have a goal of a strong manufacturing nation in the next 15 years. The goal clarifies six directions, including a substantial increase in the independent innovation capability of enterprises and a substantial industrial structure. Improvement, a substantial increase in quality and brand awareness, production methods must be green and smart, product supply chains are stable and reliable, and mechanisms and systems are innovative.

  Combining the status quo and future goals, he believes that in order for China to move from a manufacturing country to a manufacturing power, at least four tasks must be done: First, it is necessary to enhance the independent innovation capability of the company.

Second, the industrial base will be greatly improved, "the foundation is not strong, the ground will shake", and the application base must be greatly improved.

Third, in accordance with the dual-carbon target of "carbon peak and carbon neutral" promised by China to the international community, it is necessary to do a good job in energy conservation, emission reduction, and green production in China's equipment manufacturing industry, so as to significantly reduce coal consumption per 10,000 yuan of GDP per ton.

Fourth, to promote digital transformation, to advance digitalization, networking, and intelligence in parallel, and to promote continuous progress in the equipment manufacturing industry.

  China's transformation from a manufacturing power to a manufacturing power is of course inseparable from high-level technology and self-reliance.

How to develop high-level technological self-reliance?

Chen Xuedong also put forward three specific suggestions: First, the state should do a good job in top-level design and a continuous promotion mechanism; second, basic research to the final product realization, there is an applied basic research in the middle, the establishment of a new type of research and development institution, and the promotion of basic research to products. The realization of the intermediate connection will prevent the results of basic research from being "destined"; the third is to vigorously cultivate talents, and the craftsmen in the industry and the engineers in the enterprise must continue to grow.
