Recently, the Social Survey Center of China Youth Daily conducted a survey of 2021 respondents through the questionnaire network (wenjuan.com), which showed that 87.9% of the respondents believe that it is imperative to regulate the consumption of prepaid cards. No refunds after the card, no reissue of a lost card, and the merchant’s own responsibility for the loss of running away are the most common problems that the interviewees encounter when spending on prepaid cards.

  Among the respondents, men accounted for 35.4% and women accounted for 64.6%.

Zhang Feng feels that it is cost-effective and convenient to apply for a card in this way.

  Wang Xiaoshan (pseudonym) is currently doing administrative work in a financial company in Xi'an. The prepaid card she uses most often is a car wash card.

"It costs nearly 40 yuan to pay for one wash at a time, which is too expensive. If you do it for 20 times, it costs about 20 yuan per time, which is a lot cheaper."

However, Wang Xiaoshan said frankly that sometimes applying for a prepaid card will step on the pit, which cannot be completely avoided.

  According to the survey, when making prepaid card purchases, 48.0% of the respondents encountered no refunds once the card was issued, 47.5% of the respondents were responsible for not reissue the card once they were lost, and 46.5% of the respondents I have encountered a business running away and bear the loss at my own expense.

She once applied for a car wash card for 20 times at a car wash shop owned by the merchant in her community, but couldn't find it after using it twice.

Wang Xiaoshan was very angry and wanted to make a complaint. Later, when she thought that her home was in the community, they still had their own mobile phone number and license plate number, and they had too much information.

  In the survey, 40.5% of the interviewees encountered failure to fulfill their service promises, 36.7% of the interviewees encountered disputes with the interpretation right to the merchant, and 23.3% of the interviewees encountered the merchant substitution and their rights and interests were damaged.

  Xie Xiaoyun, a citizen of Dazhou City, Sichuan Province, has issued many types of prepaid cards: fitness card, movie card, supermarket pickup card, cake shop cake card, barber shop recharge card, etc.

  She also encountered that a gym that can only accommodate 100 people sold 10,000 cards. When applying for the card, she said that she can participate in any activity in the gym. After applying for the card, she found that there are always more people than equipment. Go dancing or practice yoga, and you will always be overcrowded.

"This is the issue of service commitments. Some people give up automatically, which is tantamount to sending money to merchants."

In her view, there are many problems in the current consumption of prepaid cards, and the resulting conflicts are difficult to reconcile, and it is difficult to prove that the rights and interests of consumers are damaged.

  Regarding the contents such as non-refundable fees, non-refundable fees, "right of interpretation belongs to the issuing unit", etc. in the regulations, or will be invalid, Zhang Xinping believes that the Consumer Rights Protection Law has long clearly stipulated that operators must not use standard terms, notices, and statements , Shop notices, etc., to make provisions that are unfair and unreasonable to consumers, such as excluding or restricting consumer rights, reducing or exempting operators from responsibilities, and increasing consumer responsibilities.

  Zhang Feng feels that now that many people live in a relatively fixed range, consumers may tend to establish a relatively stable consumption relationship with merchants with good experience.   Xie Xiaoyun looked at the contents of the regulations carefully, and felt that many of the contents were very targeted.

She has encountered a chain of movie theaters in the same city, but each has its own movie cards, which cannot be used universally. As a result, several of her cards have a balance of a few yuan to a dozen yuan, which cannot be used.

In the regulations, there are provisions for such situations: if the balance of a single-purpose prepaid card is not enough for a single minimum consumption and the consumer requires a refund, the operator should return it to the consumer through the original channel at one time, which is "very humane."

  Regulate the prepaid card market, 63.7% of the respondents suggested enhancing consumers’ awareness of rights protection

  In the survey, the interviewees gave many suggestions on regulating the prepaid card market.

63.7% of the interviewees suggested increasing consumer awareness of rights protection, 60.4% of the interviewees suggested improving and perfecting relevant laws and regulations, and 59.7% of the interviewees believed that untrustworthy companies should be included in the "blacklist."

  Zhang Xinping feels that it is necessary to enhance consumers' awareness of rights protection.

In her opinion, many consumers are now afraid of trouble because more things are not as good as less things, and they encounter problems in the consumption of prepaid cards and often admit that they are unlucky. This has contributed to the arrogance of illegal operators.

  Zhang Feng believes that it is very important to have legal protection, and it is necessary to strengthen publicity to help consumers establish awareness of maintenance.

At the same time, he also proposed to establish a list of dishonest businesses, once bad businesses lose their trust, they will no longer have the opportunity to enter the market.

  In the survey, 51.7% of the respondents suggested increasing the punishment for untrustworthy companies, 41.4% of the respondents suggested setting up a cooling-off period for the card application, and refunds during the cooling-off period, and 26.8% of the respondents suggesting the establishment of a third party fund Hosting.
