Article 31 stipulates that the implementation of loophole detection, penetration testing and other activities on basic telecommunications networks shall be reported to the competent telecommunications department of the State Council in advance.

  Sui Jing stated at the State Council’s regular policy briefing on the 24th that the basic telecommunications network, important Internet infrastructure and other telecommunications industry network facilities are not only critical information infrastructure, but also provide network communication and information for other industries’ critical information infrastructure. Once the service is attacked and destroyed by the network, it will have a serious impact.

  The Ministry of Industry and Information Technology is the competent authority of the telecommunications industry.

Sui Jing said that the Ministry of Industry and Information Technology will strictly implement relevant laws, regulations, and departmental rules to consolidate the main responsibility of operators of key information infrastructure in the telecommunications industry.

  Considering the extreme importance of basic telecommunications networks in national economic and social activities and the extremely high stability requirements of public communications and information services, the Ministry of Industry and Information Technology will strengthen supervision and management and strictly regulate the vulnerability detection and penetration testing activities of basic telecommunications networks.

  In addition, the Ministry of Industry and Information Technology will continue to improve the safety supervision and management mechanism of the telecommunications industry, and improve the industry network security standard system.
