• Budgets 1,325 million: the fictitious income of the Generalitat for the underfinancing with the approval of Montero

In its particular crusade against the under-financing of the Valencian Community, the Government of Ximo Puig decided to include in each budget of the Generalitat a

fictitious item of 1,325 million euros

. Unreal income that, however, will appear again in the 2022 accounts as confirmed to EL MUNDO by the Minister of Finance, Vicent Soler. And this despite the fact that the Generalitat closed 2020 beating a historical record by exceeding

50,000 million euros of public debt

for the first time

. The PP now blames the socialist president for generating by this means of "deception" almost 11,000 million euros.

"Puig's deceptions in the accounts represent 11,000 million euros more in debt for Valencians," according to the spokesperson for the PP Economy in the Valencian Parliament,

Rubén Ibáñez

. "To cover up his lack of leadership and his submission to the Sánchez government, the only thing that occurs to him is to make up the accounts and put a fictitious game that the Valencian Community has never received. In front of that, the hole that Puig leaves every year it has generated an accumulated debt that amounts to 11,000 million euros since Puig is president ".

In fact, the inclusion each year of 1,325 million euros in income in the Generalitat's budgets is still a totally unrealistic forecast because it is never fulfilled, since it is the money that is calculated that the Valencian Community should receive more with a

regional financing model

that would bring it closer to the Spanish average of financing per inhabitant. In other words, there are 1,325 million that the Generalitat puts on the paper that it will receive via transfers from the State but that it knows will never arrive. At least, not as long as an expired model that has been stuck for years in the Ministry of Finance does not change.

Hence, in statements to this newspaper, Soler considers the inclusion of the fictitious item in the accounts as "heterodox from a financial point of view, but legitimate from a political point of view." The oversight body of the Generalitat itself, the

Audit Office

, has already warned the Consell that "it has to include in its initial budgets of transfers to be received from the State, derived from the autonomous financing system, only the income forecasts that in a way reasonable is expected to obtain ".

Because the counterpart is that with this formula, a debt that, according to the

Bank of Spain

warned

, was close to 49% of regional GDP at the end of 2020, the highest figure of all the communities.

The Valencian Government insists that a large part of the debt must be attributed to the problem of under-financing, which is why the Ministry of Finance has been asked for a mechanism to compensate for the historical debt linked to under-financing.

For the PP, however, the exorbitant growth of the debt is due to the "disastrous economic management of President Puig."

According to Ibáñez, "this means the dismissal of 3,000 health workers, clinics closed, waiting lists in health and dependency skyrocketing, unpaid scholarships, 19,000 students in barracks ...".
