Safely tracing a piece of network enterprise credit to establish a file

  Our reporter She Ying

Up to now, my country has issued 1,366 national food safety standards, covering more than 20,000 indicators.

These national standards provide detailed regulations on food raw materials, auxiliary materials, appearance, nutritional elements, additives, microorganisms and other indicators, providing a basic system guarantee for food safety.

The dazzling array of foods in the supermarket come from different manufacturers. How to ensure safety?

The secret lies in a line of numbers that many people have not paid attention to-the standard number of a certain brand of sandwich biscuits: GB 7100; the standard number of a certain brand of beef jerky: GB/T 23969.

These figures represent the national standards for biscuits and jerky.

Up to now, my country has issued 1,366 national food safety standards, covering more than 20,000 indicators.

Since 2020 alone, the National Health Commission, the Ministry of Agriculture and Rural Affairs, and the General Administration of Market Supervision have jointly issued 97 national food safety standards.

These national standards provide detailed regulations on food raw materials, auxiliary materials, appearance, nutritional elements, additives, microorganisms and other indicators, providing a basic system guarantee for food safety.

Relevant laws and regulations in my country require that food labels should be easy to understand, clear and eye-catching, and easy to identify, and must not indicate false information to mislead consumers.

Taking infant formula milk powder products as an example, the labeling regulations not only cover the requirements of the name, claim, ingredient list, nutritional ingredient list, etc., but also emphasize that it must not contain other functional claims beyond the provisions of the national food safety standards.

At present, the labels of infant formula milk powder will no longer contain misleading content such as "puzzle combination", "intelligent cube" and "gifted baby", and vague words such as "imported milk source" and "organic ranch" will also be standardized.

Over the years, my country has been promoting the establishment of a food safety traceability mechanism.

In the past two years, breakthroughs have been made in this work.

"Suzhou City has developed a monitoring platform for the traceability of edible agricultural products, attaching a QR code of information to each transaction, and scanning it to check the traceability certificate and inspection certificate." Food Management Division, Suzhou City Market Supervision Bureau, Jiangsu Province Director Zhong Jun introduced.

At present, Suzhou has 2734 agricultural production and operation units connected to the supervision platform, and nearly 10,000 business entities that have registered and generated data, including large chain supermarkets, central kitchens, school canteens and other key agricultural operation units.

The National Food Safety Working Conference of the Market Supervision System held in April this year pointed out that smart supervision and credit supervision should be implemented to supervise and urge the implementation of corporate responsibilities.

At present, various localities have explored and improved food safety traceability.

The Fujian Province "One Product One Code" traceability platform has been connected to the traceability systems of agriculture and rural areas, oceans and fisheries, market supervision, customs, enterprises, associations, and third-party agencies. A total of 161,000 food production and operation entities have registered and settled on the platform.

Zhejiang Province issued the "Implementation Opinions on Promoting the Construction and Application of the "Zhejiang Food Chain" System", laying out the construction of a closed-loop control system for the whole chain of food safety in the province.

Guangzhou City has developed and applied a dynamic monitoring platform for the whole process of food production to achieve "two integrations" (corporate basic data and regulatory basic data) and "two traceability" (enterprise forward and reverse traceability, and city-wide material supplier traceability).

The exploration and innovation in various places have laid the foundation for the establishment and improvement of a “web” of food safety traceability at the national level.

During the epidemic prevention and control period, the General Administration of Market Supervision promoted the establishment of an imported cold chain food traceability management platform to provide a reference for a nationwide food safety traceability system.

In the next step, the State Administration of Market Supervision will guide various localities to actively develop a traceability management system, form a national food traceability network, and weave a safety net from farmland to table.

At the National Market Supervision Work Conference held in January 2021, the State Administration of Market Supervision proposed to explore the establishment of a credit-based food safety supervision system.

Since May this year, the State Administration of Market Supervision has deployed the supervision of food production enterprises as the entry point to promote credit supervision in key areas, taking the lead in strengthening the use of credit supervision methods and tools, and promoting the realization of the full life cycle supervision of food production safety before, during and after the event.

As an important promoter of preventing food safety risks, the national market supervision departments continue to carry out food safety random inspections, and various localities organize "double random" random inspections, and the results are announced to the public.

Duan Yongsheng, director of the Food Sampling Inspection Department of the General Administration of Market Supervision, said that the current food safety sampling inspections have covered all 33 categories of food. In 2020, the national market supervision departments will complete a total of 6.387 million batches of food safety inspections.

This information such as daily supervision and inspection, random inspection and monitoring, administrative punishment, interviews, etc. establishes a food safety credit file for the enterprise.
