Guide responsible companies and recycling companies to jointly build a shared waste home appliance recycling storage and transportation system, support the construction of regional waste home appliance collection and transfer centers where conditions permit, and facilitate the storage and transportation of responsible companies.
Support responsible companies to build an information system covering the recycling, transportation, and disposal of household appliances, and share it with the information system of dismantling companies, implement unified coding and transfer orders for waste household appliances, and realize the traceability of the entire recycling process.
All the used household appliances recovered by the responsible enterprise shall be handed over to a qualified dismantling enterprise for standardized treatment.

The notice also mentioned that enterprises dismantling used home appliances should continuously improve the level of advanced treatment in accordance with the classification and classification quality standards of renewable raw materials.
Responsible companies should increase their procurement of renewable raw materials and establish a list of green suppliers.
Encourage responsible companies and waste home appliance dismantling companies to jointly establish a technology research and development platform, strengthen the research and development of renewable raw materials, recycled products and product reuse components, and promote product design to be optimized in the direction of easy recycling and easy dismantling.
Continuously improve the quality and utilization level of renewable resources, and unblock waste regeneration and recycling channels.
The notice requires the formulation and introduction of specific incentive policies and measures to give priority to supporting the construction of projects in the transformation and upgrading of responsible enterprises, innovation and development; to include responsible enterprises that have completed the recycling target and meet the relevant national management requirements into the "green responsibility list" of home appliance manufacturers.
