In the first half of the year, despite the test of the new crown pneumonia epidemic, Shenzhen still achieved outstanding foreign trade results.

The reporter learned from Shenzhen Customs: In the first half of the year, Shenzhen's imports and exports were 1.59 trillion yuan, a year-on-year increase of 19.3%, and an increase of 19.1% compared to the first half of 2019.

"Made in Shenzhen" popular in the international market

In the early morning of July 16, a steam whistle blew, and the first train of the "Bay Area Code" China-Europe Express to Russia slowly departed from the Shenzhen Pinghunan National Logistics Hub.

This train loaded with cross-border e-commerce goods, mechanical and electrical equipment and anti-epidemic materials left the country through the Manzhouli port and arrived in Volsino, Russia.

“Under the current tight shipping space, China-Europe Express has opened up another export channel for customers.” According to Zhou Dawei, deputy general manager of Sinotrans Shenzhen International Logistics Co., Ltd., the "Bay Area Code" China-Europe Express operates twice a week. The column is in the state of goods waiting for the car.

Shenzhen Customs data shows that the export of consumer electronic and electrical products has increased significantly.

In the first half of the year, Shenzhen exported 682.6 billion yuan of mechanical and electrical products, an increase of 27.5%, accounting for 80% of the export value in the same period.

The relevant person in charge of the Shenzhen Municipal Bureau of Commerce analyzed that firstly, because the foreign epidemic situation has not been effectively controlled, the factory has not fully resumed operation, and domestic enterprises have added a large number of foreign trade orders; secondly, Shenzhen has strengthened its support for the import and export of high-tech enterprises. A new round of foreign trade development policies was adopted to help enterprises solve the difficulties faced by production and operation.

"With the substantial increase in the volume of import and export goods, and the tightness of international logistics and transportation caused by the epidemic, the high-standard foreign trade warehouses in Shenzhen in the first half of the year were in a state of high-load operation. This situation is expected to continue until this year. At the end of the year." said Huang Qiang, general manager of Shenzhen International South China Logistics Co., Ltd.

Customs clearance measures are more efficient and convenient

On the afternoon of July 29, a torrential rain came, but the Yantian International Container Terminal was still busy.

All 20 berths have been opened, all operating quay cranes are working at full capacity, ocean-going vessels full of cargo are berthed in sequence, and large lines of container trucks enter the gates in an orderly manner.

On the basis of unswervingly preventing and controlling the epidemic, how to meet the growing import and export demand and help enterprises reduce costs and increase efficiency?

Since the beginning of this year, Shenzhen Customs has launched 28 measures to promote cross-border trade facilitation and 18 measures to stabilize foreign trade and foreign investment, and continue to explore more efficient and convenient customs clearance measures-the import and export links require verification and supervision certificates reduced from 86 to 41 , To realize the online processing of 16 kinds of export certificate of origin; in terms of customs clearance mode, it provides multiple "declaration menus" such as advance declaration, two-step declaration, and centralized declaration; for fresh food, emergency materials, etc., the customs clearance requirements are relatively strict. For high cargo, the ship is directly picked up and loaded directly at the arrival port, and the customs clearance time is reduced by more than 50%.

In the first half of the year, the "Greater Bay Area Combination Port" project that Shenzhen Customs focused on also achieved good results.

Due to factors such as the water depth of the Pearl River Delta water network and the height limit of bridges, large international freighters cannot directly enter the Pearl River waterways. The cargo must first be transported to the western port of Shenzhen for transit.

In the "Greater Bay Area Combined Port" model, goods are directly transferred between the terminals through waterways, and transported 24 hours a day without stopping. Enterprises only need one declaration and one inspection throughout the entire process.

Continue to optimize the business environment and enhance growth momentum

"With the increased policy support for foreign trade formats such as cross-border e-commerce, Shenzhen's cargo throughput is expected to continue to grow in the second half of the year." Huang Qiang said that at present, there is a problem that one container is difficult to find and one compartment is difficult to find on ocean routes. This phenomenon and the increase in freight rates have brought certain impacts on production and logistics companies.

In this regard, the relevant person in charge of the Shenzhen Municipal Bureau of Commerce stated that in the second half of the year, the level of port facilitation will be further improved, the application of local functions of the Shenzhen international trade “single window” platform will be deepened, and the full evaluation of online customs clearance logistics, international consolidation, and intelligent customs declaration will be accelerated. With special functions, relying on big data resources to build a comprehensive foreign trade service platform and system, and continuously improve the timeliness of customs clearance.

In terms of enhancing the new growth momentum of foreign trade, Shenzhen will intensify its efforts to innovate and develop new forms of foreign trade.

Provide policy support in financing and export tax rebates to serve more small and medium-sized enterprises to open up the international market; promote market procurement and trade trials, rely on market clusters to build foreign trade boutique streets; expand cross-border e-commerce enterprises to individual, business to business export supervision pilots, Support enterprises to jointly build and share a number of high-quality overseas warehouses; strive to create a national digital service export base, and expand the export of digital products and services.
