In order to strengthen the source management of duty-free commodities on outlying islands and crack down on the illegal acts of "purchasing purchase", since August 1st, Hainan Province has officially launched the traceability management of duty-free commodities on outlying islands, including three categories of duty-free perfume, cosmetics, beverages and mobile phones. Commodities are sold with traceable source code.
Duty-free shopping on outlying islands is the "golden sign" of Hainan.
In the first half of this year, the customs supervised 26.77 billion yuan of duty-free shopping on outlying islands, a year-on-year increase of 257.2%.
In order to strengthen the whole-process management of duty-free commodities on outlying islands and create a safe and secure shopping environment for consumers, the Hainan Provincial Government and the General Administration of Customs are working hard to promote the establishment of a traceability management system for duty-free commodities on outlying islands, and implement the minimum packaging unit of outlying island duty-free commodities with traceable source code. With specific signs, it is clearly prohibited to resell and resell, to achieve "one item, one code".
Zhou Chunsong of the Haikou Customs Risk Prevention and Control Branch told reporters that the traceability source code has a globally unique number, which is the unique identification of the Hainan Free Trade Port's duty-free commodities. The label contains graphic information, Hainan duty-free exclusive signs and the traceability function of duty-free commodities.
Customs, market supervision and other law enforcement officers only need to scan the source code of the product traceability, and through the mobile phone "Public Platform for Traceability of Outlying Islands Duty Free Commodities" App, they can inquire about the product, sales, delivery and other information, from which they can clearly understand who sells and who buys duty-free goods. , Whether to pick up the goods and other information.
"The source code uses a tear-proof design. If you forcibly tear it, it will destroy the overall packaging of the product." Zhou Chunsong said while demonstrating to the reporter. Part of it can also be traced to the source.
According to Chen Zhen, Deputy Commissioner of Haikou Customs, it is expected that by December 31 this year, all outlying island duty-free commodities will be fully covered with traceable source codes.
At present, each duty-free shop has declared about 20 million duty-free goods into the warehouse, and the relevant data will be transmitted to the customs supervision system in real time. If the duty-free goods on outlying islands are resold, the law enforcement agencies can find out in time and trace the source to increase the duty-free on outlying islands. The efforts to crack down on illegal activities such as “smuggling of purchasing agents” ensure the healthy development of the Hainan Free Trade Port.
Chen Zhen specially reminded that according to the announcements issued by the Ministry of Finance, the General Administration of Customs, and the State Administration of Taxation, the outlying island duty-free commodities that have been purchased are the final commodities for personal use by consumers and cannot be re-sold in the domestic market.
Passengers shall enjoy the tax exemption policy for outlying islands in compliance with the regulations, and shall not participate in illegal activities such as "smuggling by purchasing agents".
After implementing the source code management of outlying island duty-free commodities, the source of the commodities can be inquired, the whereabouts can be traced, and the responsibility can be held accountable. It is easy for the supervisory authority to detect the offenders and impose corresponding penalties in accordance with the law.

In response to the illegal use of posts by companies and their employees to facilitate participation in "smuggling of purchasing agents", the competent authority will take measures such as red and yellow card warnings, suspension of business for rectification, or suspension of business qualifications to further consolidate the main responsibilities of outlying island tax-free businesses.
