[Commentary] On July 26, the State Council Information Office held a regular policy briefing.

According to Chen Kai, deputy director of the State Post Bureau, in the first half of 2021, the volume of express delivery in rural areas in China has exceeded 20 billion, an increase of more than 30% over the same period in 2020.

At the same time, the rural delivery logistics system also has some outstanding problems such as insufficient terminal service capacity and weak infrastructure. The State Post Bureau will further improve the system construction and improve the quality and efficiency of development.

We will make full use of the social resources of various terminal distributions in rural areas, effectively coordinate the development of delivery logistics and rural e-commerce, transportation, supply and marketing, business circulation and other related resources to achieve coordinated development, and accelerate the completion of rural cold chain delivery shortcomings.

We will build 100 demonstration areas for the collaborative development of rural e-commerce express delivery, and deepen the synergy of rural delivery, e-commerce, and transportation.

Encourage postal express companies and social capital to build cold chain storage and processing facilities in the field market and express logistics park.

[Explanation] In order to implement the work of "express delivery into the village", the State Post Bureau insists on adjusting measures to local conditions and implementing classified promotion.

In the eastern and central regions, we consider that "express delivery into the village" will advance faster and the level will be relatively high.

While express mail enters the village, we will also promote the export of agricultural products, especially the coordinated development of rural express delivery and e-commerce, select a batch of advanced models, cultivate more characteristic projects, play a demonstrative role, and help build an agricultural product industry Chain, allowing express delivery to better integrate into agricultural production.

In the western region and in some regions with relatively less developed economies in the eastern and central regions, we should focus on leveraging the network advantages of postal companies and transportation companies, mobilizing various social resources to participate, and first solving the problems of “last mile” and “impunity” problem.

[Explanation] Chen Kai said that improving the rural delivery and logistics system will boost the sales of China's high-quality agricultural products overseas.

With the continuous expansion and deepening of the global delivery network, in the near future, farmers’ needs to "buy the world" and "sell the world" will also become a reality.

The work goal we set is: by 2025, a rural delivery logistics system that is open to benefit the people, intensively shared, safe, efficient, and two-way unimpeded will be basically formed, so that there are outlets in towns and villages, services in each village, agricultural products transportation, and consumer products In the past, rural delivery and logistics supply capacity and service quality have been significantly improved, and the convenience and benefits of delivery services have basically achieved full coverage.
