The economic recovery in half a year has achieved remarkable results. The National Development and Reform Commission stated that -

Confidence, ability, and conditions to achieve the goals and tasks for the whole year (New economic orientation, how to look at the mid-year data)

A few days ago, the National Bureau of Statistics released economic data for the first half of the year.

How to treat the characteristics of the current economic operation?

What are the effective measures for the unreasonable increase in commodity prices?

How to ensure the supply and price of important livelihood commodities?

How to meet the demand for power and other energy during the peak summer peak period?

The National Development and Reform Commission answered hot questions at a press conference held recently.

The main macro indicators are in a reasonable range

The gross domestic product (GDP) in the first half of the year was 5,32167 billion yuan, a year-on-year increase of 12.7%, and an average growth rate of 5.3% in two years. The growth rate was 0.4% in the first quarter and 1.3% in the second quarter.

"The national economy continued to recover steadily in the first half of the year, the main macro indicators were in a reasonable range, and the economic development showed a trend of stabilizing reinforcement and stability," said Jin Xiandong, director of the Political Research Office of the National Development and Reform Commission and spokesperson.

From the perspective of the three major industries, agricultural production is steadily improving, and summer grain harvests have been reaped; industrial production has grown rapidly, and the two-year average growth rate of industrial added value under the regulations is still slightly higher than the level before the epidemic, and the capacity utilization rate is at a high level in recent years; In the first half of the year, the value added of the service industry contributed 53% to economic growth, especially the personnel-intensive industries that were hit hard by the epidemic.

From the perspective of the three major needs, investment has recovered steadily, investment in high-tech industries and social sectors has grown rapidly, private investment and manufacturing investment have accelerated; the momentum of consumption recovery has continued to increase, and some consumption-upgraded products have maintained rapid growth; exports have grown rapidly The total export volume of goods increased by 28.1% year-on-year.

From the perspective of the three main entities, corporate profits and fiscal revenue continue to increase, and residents' income growth is basically synchronized with economic growth.

In the first half of the year, the national urban survey unemployment rate averaged 5.2%, which was lower than the annual expected target of 5.5%. The employment situation remained generally stable and the market expected to continue to improve.

"In the first half of the year, the major strategic achievements in the fight against the epidemic were consolidated, and the economic recovery was effective." Yuan Da, Director of the Comprehensive Department of the National Development and Reform Commission, pointed out that the economic recovery process still faces difficulties and challenges, especially some uncertain, unstable and unbalanced issues. More prominent.

From an international perspective, the global epidemic is still evolving, risks in the recovery process of the world economy are still accumulating, economic trends and macro policies among different economies are diverging, and global inflation has risen significantly.

From a domestic perspective, the production and operation of some mid- and downstream industries and small, medium and micro enterprises are still relatively difficult. The consumption of life services such as tourism and accommodation is relatively lagging behind, and hidden risks in some areas exist to varying degrees.

Yuan Da said that the next step will be to maintain the continuity, stability, and sustainability of the macroeconomic policy, to ensure the prevention and control of the epidemic, continue to deepen the supply-side structural reforms, focus on expanding effective domestic demand, and vigorously support the development of the real economy. Move forward with reform and opening up, and further strengthen basic people's livelihood guarantee.

"With the implementation of various policies and the further manifestation of their effects, we are fully confident, capable, and capable of achieving the goals and tasks for economic and social development throughout the year."

Important livelihood commodities have a solid foundation to ensure supply and stable prices

Since mid-to-late May, in response to the unreasonable increase in commodity prices that the market has strongly reflected, the National Development and Reform Commission and relevant departments have taken multiple measures and continued to exert efforts.

According to Wan Jinsong, Director of the Price Department of the National Development and Reform Commission, the National Development and Reform Commission has jointly interviewed key enterprises and industry associations such as iron ore, steel, copper, and aluminum. Strengthen the linkage supervision of the futures and spot markets.

On July 5, the National Development and Reform Commission and the National Grain and Reserve Bureau placed the first batch of national reserves totaling 100,000 tons through open online bidding, including 20,000 tons of copper, 50,000 tons of aluminum, and 30,000 tons of zinc; more than 200 Non-ferrous metal processing and manufacturing enterprises participate in the bidding; the transaction price is about 3% to 9% lower than the market price on the day.

"At present, this launch has initially reached the expected goal." Yuan Da said that the reserve release has released the country's active policy signal to ensure the supply of bulk commodities and stabilized prices, stabilizing market price expectations; at the same time, the targeted placement is for mid- and downstream processing and manufacturing. Companies provide a window of opportunity to replenish inventory and reduce the cost of raw materials for some companies.

Recently, the prices of bulk commodities have generally shown a downward trend. The prices of steel, copper, and aluminum have fallen by 3%-14% from their peaks in May, driving the month-on-month increase of PPI in June by 1.3 percentage points from the previous month.

In terms of ensuring the supply and price stability of important livelihood commodities, the relevant departments have also played a combined punch.

One-off subsidies are provided to protect the interests of grain farmers.

In response to the rapid increase in the price of agricultural materials since this year, the National Development and Reform Commission has researched and proposed a one-time subsidy to grain farmers. After review and approval at the executive meeting of the State Council, the central government allocated 20 billion yuan of funds to be distributed to grain farmers as soon as possible.

"With the concerted efforts of all parties, positive progress has been made in ensuring supply and price stabilization. Recently, national grain and oil prices have basically stabilized, and commodity prices such as meat, eggs, vegetables and fruits have dropped significantly from their highs at the beginning of the year." The production of the "vegetable basket" commodity is advancing steadily, and there is a solid foundation for ensuring the supply and price stability of important livelihood commodities.

In the next step, we will promote the establishment of "four beams and eight pillars" for the price control of important livelihood commodities in various places, and make every effort to ensure sufficient supply of important livelihood commodities and basically stable prices.

Enhance three capabilities to ensure power supply

Since the beginning of this year, the national electricity demand has continued to rise.

Recently, the nation’s daily power generation and the highest power load have both broken through historical peaks.

According to reports, the economy continued to recover steadily, and at the same time, affected by the high temperature weather, the country's electricity generation and consumption rose rapidly.

In the first half of the year, GDP increased by 12.7% year-on-year, and national industrial electricity consumption was 2.61 trillion kWh, a year-on-year increase of 16.5%, contributing 69.3% to the growth of electricity consumption in the whole society; industrial use in major economic provinces such as Guangdong, Jiangsu and Zhejiang Electricity increased by 24.1%, 21.2% and 26.3% year-on-year respectively.

Facing the first fast-rising peak of electricity consumption this summer, the electricity consumption of the whole society is stable and orderly, thanks to the continuous improvement of my country's comprehensive energy security capabilities in recent years.

At present, the country's installed power generation capacity exceeds 2.2 billion kilowatts, and the installed capacity is sufficient.

The coal supply capacity continues to increase. my country’s large coal mines with an annual output of 1.2 million tons and above account for more than 80% of the total. The country’s new high-quality advanced production capacity will be increased by more than 140 million tons/year in the first half of this year, and nearly 110 million tons will be added in the second half of the year. /Year, it can guarantee the coal demand during the summer peak.

The more diversified gas source support system has created conditions for gas turbine emergency peak power generation.

Multiple energy sources are coordinated to produce more power. Under the ideal situation of primary energy, incoming water and wind and solar resources, it is estimated that the maximum daily power demand can exceed 27.5 billion kWh, and the peak power and other energy demand can be effectively guaranteed .

"The focus is on improving the three capabilities of power generation and supply, resource dispatching, and system adjustment, so as to effectively guarantee the power supply and the people's livelihood." Jin Xiandong said that with the joint efforts of all parties, the current national power supply is safe and reliable, and the grid is running smoothly and orderly. .

In the next step, we will work with all regions, relevant departments and power companies to coordinate energy security supply and green and low-carbon transformation, seize prominent contradictions and problems, and do a solid job in securing power supply to ensure a stable and orderly power peak summer.
