<Anchor> This is a

friendly economic time. Today (14th), I will be with reporter Kim Hye-min. In the meantime, there have been many cases where apartment dwellers abused security guards and became a problem. But will this be legally banned in the future?

During that time, there were many security guards who were abused by the residents or did things they didn't have to do.

In an apartment in Gangbuk-gu, Seoul, a security guard who could not stand the swear words and assaults of residents took his own life. Residents in their 20s who 'giveled' at the security guard saying, "Bark like a dog" and residents who were collectively dismissed with a smiley emoticon text There was.

According to the data released by the Korea Housing Research Institute in April of last year, 1 in 4 apartment management workers such as security guards and environmental sanitation workers answered that they had received 'unfair instructions', and more than 70% of these workers followed these instructions. said to have followed.

But now, three months later. From October 21st, it is prohibited for residents to have security guards do anything other than their duties.

The Ministry of Land, Infrastructure and Transport recently prepared a bill to revise the Apartment Housing Management Act and made a notice of legislation, and for occupants who violated this, the head of the local government investigates the facts and issues a correction order. Failure to do so may result in a fine of up to 10 million won.

<Anchor> That's

right. After all, it means that you shouldn't be doing anything other than your current job. Then, please explain to me how far the security guard's job is.

The primary job of security guards is security. There are four more things you can do here. You can perform environmental management tasks such as cleaning, as well as organize and control the separation of recyclables.

Also, in the case of managing parking in a dangerous or burglary situation, residents can only request to 'store' the parcel, but that doesn't mean that you have to do all four tasks unconditionally.

Among the permitted tasks, you only need to perform the tasks specified here when writing an employment contract, taking into account the conditions of each complex.

On the other hand, even if other work is written in addition to the permitted work in the labor contract, only the work permitted in the amendment can be made.

<Anchor> That's

right. That's what the security guards are doing now, if you look at it now. By the way, are you saying that there are things that you do normally, but you shouldn't do?

That's right. There are also certain prohibited tasks. First of all, there were many cases where residents left their car keys with the security guards and the security guards parked the car for them, but from now on, all of these will be banned.

Also, it is not possible to simply store the parcels in the security office, but also to ask the security guards to bring them to the front of the house or to repair common parts within the complex.

Also, in the future, you should not do the auxiliary work of the apartment management office, for example, to send various consent forms or to have them read electricity and gas meters in the future.

These measures are policies to protect security guards, but there are also concerns that, on the other hand, there is less work that security guards can do, which can create job insecurity.

If side effects occur after implementation, it seems necessary to change the regulations little by little according to them.

I think it is necessary to adjust the rules to fit the reality. And lastly, are there any criminal penalties for occupants of abuse at the apartment management office?

This was passed by the National Assembly last month, and the amendment to the 'Communal Housing Management Act' was passed. If you look at the contents, tenants cannot unreasonably interfere with the work of the management office or use violence or intimidation.

It is also possible to report this to the local government and request a fact-finding investigation.

In this case, the local government immediately conducts an investigation, and if there is a criminal suspicion, if there is a reason to be recognized as such, you can file a complaint with the investigation agency.

Residents and the management office are tied to a contractual relationship. Since it is not easy for the head of the management to file a complaint directly with the investigation agency, the local government has taken action instead.

If the management office directly manages security guards, security guard related work is also subject to protection.
