When talking about knowledge protection, Zhang Shizhen, Vice Governor of Gansu Province, said that there is an urgent need to open up the entire chain of intellectual property creation, application, protection, management, and service, and promote more innovations to achieve a butterfly change from "0" to "1". 　　Gansu has been the main throat and commercial port of the Silk Road since ancient times. It is also the frontier of the country's implementation of the "Belt and Road" initiative and its opening to the west. It is also an important layout area for the country's strategic technology and intellectual property rights.

　　As of the end of the "13th Five-Year Plan" period, Gansu Province had 8310 valid invention patents and more than 120,000 valid trademark registrations.

Zhang Shizhen said, “Especially in 2020, the Gansu Provincial Government and the State Intellectual Property Office formally established a provincial consultation cooperation mechanism for the Intellectual Property Work Bureau, and was approved to prepare for the establishment of the China (Gansu) Intellectual Property Protection Center, becoming the first provincial-level intellectual property right in the Northwest. The protection center has laid a new opportunity for the high-quality development of intellectual property rights."

　　Zhao Gang, a member of the Party Group and Deputy Director of the State Intellectual Property Office, said that during the "13th Five-Year Plan" period, China’s social satisfaction with intellectual property protection increased from 72 to 80, and its ranking in the Global Innovation Index rose from 29th to 14th. The ranking in the Doing Business report jumped from 78th to 31st.

　　Zhao Gang said that in recent years, under the promotion of the “Belt and Road” initiative, Gansu has made considerable progress in the cause of intellectual property rights.

Gansu pioneered the construction of an international intellectual property port on the Silk Road, built a high-standard intellectual property protection system, and improved policies for promoting the use of intellectual property rights, and achieved remarkable results.

The State Intellectual Property Office has signed a protocol for cooperation and consultation with the Gansu Provincial Government to jointly create a highland of intellectual property protection and utilization on the Silk Road.

　　Wang Binying, Deputy Director General of the World Intellectual Property Organization, said in the congratulatory letter that, in particular, it is necessary to strengthen intellectual property exchanges and cooperation with countries along the Silk Road Economic Belt to provide a more complete business environment for more frequent economic and trade exchanges.

The World Intellectual Property Organization will provide a convenient channel for Gansu enterprises to enter the international market and participate in international competition through a global service system for intellectual property rights such as patents, designs, trademarks, and geographical indications.

　　At the forum, experts and scholars gave keynote speeches on the promotion of “One Belt One Road” international cooperation by intellectual property rights, corporate intellectual property risks and prevention, and the “dual cycle” strategy to promote the integration and development of Guantian equipment manufacturing and technological innovation.

The Science and Technology Department of Gansu Province respectively held a signing ceremony with Youyan Technology Group Co., Ltd., Mining and Metallurgical Technology Group Co., Ltd., China Iron and Steel Research Institute Technology Group Co., Ltd., and China National Academy of Mechanical Sciences Group Co., Ltd. on technological innovation cooperation between central enterprises.
