Launched last summer, the “One young person, one solution” plan was to prevent tens of thousands of young people affected by the Covid-19 crisis from becoming unemployed or without training.

Mission accomplished, according to Elisabeth Borne.

The minister presented this Thursday a first assessment of the device, and was rather satisfied with the results.

As a reminder, this plan included several levers: financial aid granted to companies recruiting young people (CDD of more than three months, CDI or work-study), civic service missions, specific training for dropouts, platform centralizing job offers, etc. In total, the state has put 9 billion euros on the table to limit the damage.

A contained increase in youth unemployment

Result?

“More than two million young people have benefited from one of the solutions in the plan,” says Elisabeth Borne.

To arrive at this total, the government added the number of 16-25 year-olds who entered the “integration process” (support by local missions, youth guarantee, etc.), those in training, but also the number of employment bonuses. hiring demanded by companies (see graph below).

The executive estimates that these bonuses - between 4,000 and 8,000 euros per young employee - have avoided the worst.

"We have succeeded in maintaining the level of hiring and in containing the increase in unemployment", welcomed the Minister of Labor.

In fact, according to data from Pôle Emploi, the number of under 25 registered in category A increased "only" by 7.8% in 2020. In comparison, this figure had jumped by 40% in one year. of the 2008 economic crisis.

Growing numbers of NEETs

State financial assistance has therefore been invaluable, even if there are still holes in the racket.

Thus, the number of young “NEET” - neither in employment nor in training - continued to increase despite the implementation of the plan, which is supposed to prevent this phenomenon.

According to INSEE, 13.1% of 15-29 year olds were in this situation at the start of the year, against 12.3% before the crisis.

“With the crisis, there has been a flow of entries [into NEETs] which has added to the stock of young people already struggling for years.

It will not evaporate instantly, ”explained Elisabeth Borne.

The Minister of Labor nevertheless recognized that "one of the challenges will be to find those who are furthest away [from employment or training] and find the right way to bring them back".

Stop or else?

And for the executive, this could go through the “universal youth guarantee”. Currently, a little more than 100,000 young people benefit from it: for a maximum of 18 months, they are supported to find a job and training and are entitled to an allowance of 500 euros per month. Ultimately, the government wants to allow all "dropouts" aged 16 to 25 to benefit. A form of response to those who demand the creation of a "young RSA".

As for the rest of the plan “A young person, a solution”, budgeted until the end of 2021, Elisabeth Borne did not hide her intention to want to continue it after this date.

“Discussions are ongoing.

My ambition, and I think it is shared by Emmanuel Macron, is that we must not lower our guard.

The youth problem will not be resolved in December 2021 ”.

And as 2022 will be a presidential election year, the government is well aware that its support measures will be scrutinized very closely by young voters.
