The "Plan" requires that the Development and Reform Commission of all provinces, autonomous regions, municipalities directly under the Central Government, cities under separate state planning, and Xinjiang Production and Construction Corps, in conjunction with relevant departments, should guide the national logistics hub to carry the city's people's government to increase national logistics in accordance with the requirements of the "National Logistics Hub Layout and Construction Plan" Hub cultivation efforts, scientifically formulate the national logistics hub construction plan, and timely select the best logistics hubs with more mature conditions to participate in the application (submit to the National Development and Reform Commission before May 31 each year, and the deadline for application in 2021 is August 20) .
