The Government and the unions have reached an agreement to reduce temporary employment in public administrations.

The measure will mean the conversion of

300,000 structural positions

occupied by interns into permanent positions before December 31, 2024. This date will be non-extendable.

The agreement will create a stabilization process for temporary employment that seeks to reduce temporary employment to below 8%. Thus, it will affect all positions of a structural nature, budgetary endowed, temporarily and uninterruptedly occupied at least in the three years prior to December 31, 2020 and that have not been included in the stabilization processes provided for in the agreements for the improvement in public employment in 2017 and 2018, according to Europa Press.

The total number of interns in a situation of law fraud identified by the Ministry of Territorial Policy and Public Function amounts to 300,000 workers, and there are sectors such as Health or Education in which many employees accumulate 10 or even 15 years on an interim basis. Therefore, and although it is limited to one year, the massive departure of these workers would mean a significant outlay for the General Administration and, especially, autonomous communities and municipalities.

Those who do not pass the opposition will have an economic compensation of 20 days of their fixed remuneration per year worked,

up to a maximum of 12 monthly payments

.

The first proposal for the Public Function was 33 days per year worked, but only for interns who were in a situation of law fraud from the moment of the application of the stabilization measure.

The processes will be developed through competition-opposition.

It is the first time in the history of public job offers that this has happened.

The

Independent Trade Union and Civil Servants Center (CSIF)

welcomed that the agreement offers legal certainty and that the experience acquired in a process of these characteristics is valued.

Likewise, they appreciate that "situations involving abuse and fraud of the Law" are clearly defined and that "dissuasive and sanctioning measures are incorporated to put an end to temporary abuse once and for all," as explained in a press release.
