<Anchor> This is a

friendly economic time. Today (the 5th) I will be with reporter Kim Hye-min. Recently, I was curious about who the 5th disaster subsidy, the disaster subsidy given to small business owners and general households, is being given.

<Reporter> The

5th disaster relief fund, called 'Corona Coexistence National Support Fund', was not confirmed a few weeks ago, but I introduced that the entire nation could receive it.

However, as the opinion that selective support should be given prevailed, only some of them are available. First, to explain the established standards, 250,000 won will be paid to each household whose household income is in the bottom 80%.

Currently, departments in charge have formed a task force team and are discussing detailed payment methods, but the outline is slowly emerging.

Unlike the first disaster subsidy paid last year, the national subsidy can be received individually.

If you are a four-person household, where a couple and two adult children live together, 250,000 won each will be paid to the individual card.

The explanation of the TF said, "At the time of the first subsidy, I took into account the fact that there were many times when the disaster subsidy could not be returned to the head of the household as a lump sum."

However, the subsidy for children who are still underage goes to the head of the household like the first subsidy.

Then, the most curious thing here is that you said that the standard was the bottom 80% of income. So, what is the specific criteria for this bottom 80% of income?

<Reporter>

This hasn't been released yet, but it is said to be released at the end of this month. However, the government has given some guidelines.

First, the health insurance premium is the first criterion, because all citizens are enrolled in health insurance, so the selection and payment process can be carried out quickly without a separate system.

When the health insurance premium paid last month is finalized, it will take about three weeks to announce the bottom 80% level.

Since last month's health insurance premiums haven't been released yet, if you simply run the simulation back to May, the previous month, the bottom 80% is similar to the 180% median income level.

If you look at this on the basis of working subscribers, the monthly income before tax is 3.29 million won for a single-person household, 5.56 million won for a two-person household, and 8.78 million won for a 4-person household as shown in the graphic shown now.

If your pre-tax income is higher than this, there is a high chance that you will not be able to receive disaster assistance this time. However, this simple cut by income puts dual-income households at a disadvantage compared to single-income households.

So, the government said that different standards can be applied to single-income and dual-income households.

What we are paying this time is selective payment. So, let's not pay those who can afford it and give a little more support to those who are in relatively difficult circumstances, I think this is the purpose. I think these people can get it too, are there any additional criteria?

<Reporter>

I mentioned earlier that the insurance premium will be cut first. Among them, if their assets exceed a certain level, those people will be excluded from this subsidy.

Last year, the government was going to pay all the national subsidies to only the bottom 70% of income, but there is a standard that was set at that time.

This excludes cases where the combined amount of the property tax base exceeds 900 million won or financial income subject to global income tax exceeds 20 million won.

To put it a little more simply, the section that exceeds 900 million won in the property tax bill is about 1.5 billion won when viewed as a house.

The market value refers to a house worth about 2.1 billion won. If you own a home above this price, you will not be eligible for this subsidy.

In addition, the financial income standard refers to the level of having more than 1.34 billion won in financial assets, assuming that all money is deposited in 1.5% annual deposits.

In some cases, real estate prices have risen significantly in recent years, so the standards should be raised to reflect this. These opinions are coming out.

Reporter Kim, then finally, some families said that they could receive a little more subsidy.

<Reporter>

That's right. You can receive an additional 100,000 won per person, but an additional 100,000 won per person is given under the name of 'Consumption Plus Fund' to recipients of basic livelihoods, the lower class, and single-parent families. A single-person household would receive an additional 100,000 won, and a four-person household would receive an additional 400,000 won.

You may be wondering when the bottom 80% will receive the national subsidy, but the government said that it would prepare to start paying within a month after the supplementary budget bill was passed.

If the supplementary budget bill is passed within this month, the subsidy payment will start at the end of August at the earliest. The payment method is basically the same as last year when the national disaster relief fund was given.

You can choose to receive a credit card, debit card, or local love gift certificate. Also, cash withdrawal or transfer is not possible.

Use is restricted in department stores, hypermarkets, and entertainment establishments.

It is also expected that the expiration date will be limited to at least three months and will be used up by the end of this year.
