As a local standard in Beijing, the "Regulations for Parking Lot (Gardage) Operation Service" issued by the Beijing Municipal Market Supervision and Administration Bureau has been officially implemented on July 1.

The specification proposes that no less than 10% of electric vehicle parking spaces, fuel vehicles occupying electric vehicle parking spaces, parking lots may charge more parking fees.

  Beijing’s latest "Parking Lot (Gardage) Operation Service Specification" has set clear requirements for electric vehicle charging facilities and berths.

  Among them, existing public parking lots and park-and-ride parking lots with power supply conditions should be equipped with public charging facilities in accordance with a ratio of not less than 10% of the parking spaces.

  Public parking lots and park-and-ride parking lots shall have parking spaces for electric vehicles at a rate of no less than 10%. Small parking lots with less than 10 parking spaces shall be designated as dedicated parking spaces for electric vehicles in accordance with the principle of no less than 1 dedicated parking space.

  The parking lot can charge a tiered price standard for fuel vehicles that occupy ordinary parking spaces for electric vehicles and electric vehicles that have not left after charging for more than one unit of time. The maximum charge per unit time does not exceed 150% of the current charging standard for ordinary parking spaces. .

  According to reports, the service specification is a local standard in Beijing.

Local standards are not enforceable, but they have greater guiding significance for the parking industry.

Beijing fuel vehicles occupying electric vehicle parking spaces are common

In April and July this year, Beijing successively promulgated the "Electric Vehicle Charging Station Operation Management Standards" and "Parking Lot (Gardage) Operation Service Standards", but the reporter's investigation found that the current phenomenon of Beijing fuel vehicles occupying electric vehicle parking spaces still exists.

  Among the parking lots visited by reporters, most of the parking lots have more or less fuel vehicles occupying electric vehicle parking spaces, causing electric vehicle owners to be unable to charge.

  In accordance with the "Electric Vehicle Charging Station Operation and Management Regulations", in the electric vehicle charging station with manual auxiliary charging, the staff should manage the parking environment in the charging station to avoid the use of fuel vehicles to occupy the electric vehicle parking space and affect the normal charging activities.

In fact, in the process of management implementation, parking lot administrators still have many practical reasons such as failing to discover the car owners who occupy the space in time, leaving no contact information for the car owners when occupying the space, and insufficient parking spaces. This has led to frequent occurrences of fuel vehicles occupying electric car parking spaces.

Beijing parking "new regulations" still need to be improved in multiple dimensions

According to the requirements, some parking lots in Beijing have begun to use technical means to design more efficient charging piles.

Compared with manual guidance, "technical guidance" is more effective.

For example, in Beijing's Yizhuang Cultural Park Park and Ride Parking Lot, the electric car parking spaces here are equipped with a license plate recognition system. If it is not a green license car, the parking lot will not be released.

  "Parking lot (garage) operation service specifications" also mentions that fuel vehicles occupying electric vehicle parking spaces will be charged with a stepped price standard, but there is also an upper limit, that is, "the maximum charge per unit time shall not exceed the current charge for ordinary parking spaces. 150% of the standard".

Experts believe that there are still many aspects of policy that can be improved.

I think it may be more necessary to adopt some policies in terms of increase, including some fiscal and taxation policies, to encourage parking lots to add charging piles, including some fiscal and tax support during operation to increase .
