　　According to the zoning plan for the protection and management scope of Erhai Lake, the first-level protection zone protects biodiversity, implements ecological restoration, builds ecological corridors, expands lakeside buffer space, and protects and improves the ecological functions of Erhai Lake.

It is prohibited to build, rebuild, or expand buildings and structures that have nothing to do with the ecological protection of Erhai Lake in the first-level protection zone.

Except for the buildings and structures within the protection scope of cultural relics protection units and famous historical and cultural towns, famous villages, and traditional villages that should be protected according to law, the original buildings and structures shall be gradually demolished.

Residents other than the original residents of famous historical and cultural towns, famous villages, and traditional villages shall be gradually moved out of the secondary protection zone for proper resettlement.

　　The secondary protection zone strictly controls construction and production and operation activities, strictly observes the red line of arable land, prevents and controls lake (reservoir) and river pollution, and protects rural scenery.

It is forbidden to build, rebuild, or expand buildings and structures other than public infrastructure and public service facilities in the secondary protection zone.

If the house really needs to be repaired and reinforced or the dilapidated house is demolished and reconstructed, it shall be approved by the People's Government of Dali City and Eryuan County, and the specific measures shall be formulated by the People's Government of the Autonomous Prefecture.

Encourage residents other than the original residents of famous historical and cultural towns, famous villages, and traditional villages to move to urban planning areas outside the secondary protection zone for centralized resettlement.
