Since the election of Seoul Mayor Oh Se-hoon, there has been a big difference between the Seoul and the government's positions on housing supply. First, Mayor Oh Se-hoon has argued that private redevelopment and reconstruction should be promoted.



On the other hand, the government has already introduced a public-led redevelopment and reconstruction business model since last year. Because the positions of the two sides were very different, it became a factor that made the real estate market rather unstable.



In fact, the recent rise in house prices has not stopped. So, first of all, it seems that the two institutions have agreed to some extent to stabilize the real estate market.



In particular, Mayor Oh Se-hoon has recently turned to the revitalization of redevelopment as apartment prices in Gangnam and Mok-dong, which are scheduled to be reconstructed, have risen sharply.



It seems that it was not difficult to find a contact point between Seoul and the government because the redevelopment project itself has a large public nature.

Anyway, I think it's really good to talk about current issues with the local government and the central government. Could you please explain the specifics from yesterday's meeting?

First of all, the most notable part is that when you buy an apartment that is undergoing reconstruction in the overheated speculation district, the time to obtain union membership will be greatly accelerated.



When it comes to where the speculative overheating district goes, the entire area of ​​Seoul is included. Gyeonggi-do and Incheon are also covered.



Currently, the transfer of member status cannot be transferred until a union is established, but in the future, the provincial and provincial governors may advance the time limit on the transfer of union member status after passing the safety examination. 



Safety diagnosis is considered the first gateway to reconstruction. This is because, after passing the first and second safety examinations, there are still many procedures left, such as designation of a maintenance area, establishment of a promotion committee, and establishment of a union.



So, considering that it usually takes more than five years to establish a union after passing the safety diagnosis, it can be interpreted that the point at which the reconstruction transaction stops has been pushed forward and a fairly strong regulation has been added.



The same is true for redevelopment. Currently, membership status cannot be transferred from 'after approval of management disposition', but in the future, it will be adjusted after the designation of the maintenance area. The Ministry of Land, Infrastructure and Transport is planning to amend the related law and take effect from September.

you arrange it a little rough and simple once, it becomes more difficult to buy and sell reconstructed apartments in the metropolitan area. You can sort this out. Then, the residents living in apartments that are currently undergoing reconstruction might be a little dissatisfied.

The reason for implementing this regulation is to more quickly block the influx of speculative demand into the reconstruction and redevelopment market. If speculative demand does not come in, house prices for reconstructed apartments will not rise as much as they are now.



However, the problem is that we do not know when the reconstruction and redevelopment projects will be finished, so the property rights of members will be restricted for a very long time.



So, the government made an exception, and decided to allow the transfer of member status as an exception when the business is in a long-term downturn.



This is when the project has not progressed to the next stage for two years after passing the safety examination, designating a maintenance area, or establishing the promotion committee.



However, this exception does not apply to areas bounded by the land transaction permit area. This includes parts of Gangnam-gu and Seocho-gu, Seoul, candidate sites for public redevelopment, and major reconstruction complexes.



In fact, apartments in Gangnam and Mok-dong, which are attracting attention as reconstruction complexes, do not qualify for exceptions. Residents may protest that their property rights have been infringed.



On the other hand, there is also an expectation that there is a justification for speeding up the reconstruction while strengthening the conditions for the transfer of members.

Among the agreements between the Seoul Metropolitan Government and the Ministry of Land, Infrastructure and Transport, there are many projects that cannot be carried out without mutual cooperation.



As I said before, both sides have reached some point of contact with respect to redevelopment. Last month, the Seoul Metropolitan Government announced a plan to revitalize private redevelopment projects.



The Ministry of Land, Infrastructure and Transport introduced a public redevelopment project in the February 4 measures. We have decided to respect each other's business and cooperate for smooth promotion.



For example, candidate sites for the government's 2·4 measures are excluded from the Seoul redevelopment contest area. Areas selected for redevelopment in Seoul have also been excluded from the 2·4 measures.



In addition, we decided to cooperate so that housing development projects such as Yongsan Camp Kim, which were already announced in order to expand the housing supply in the city center, can be carried out normally.



The Ministry of Land, Infrastructure and Transport is planning to come up with a plan to support the Housing City Fund in order to expand the supply of long-term jeonse housing that Seoul is promoting.



Although the Ministry of Land, Infrastructure and Transport and the Seoul Metropolitan Government both agree on the importance of market stability and housing supply, their positions differ greatly on specific methods, so it is difficult to predict how long the cooperation between the two sides will go.
