Three months after the suspicion of land speculation in the new city arose, the government came up with a plan for LH innovation. It contains contents that reduce the number of employees and require all employees to register their property, but it is evaluated that it falls short of the level of innovation at the level of decommissioning that the government had promised in the first place.

LH innovation plan proclaimed like this.



The focus was on improving the monopoly of authority, bloated organization, and weak internal controls.



It was decided to increase the number of property registrations from only seven executives to all employees, spouses and lineal ascendants and descendants, and to prohibit land acquisition except for actual use.

20% of all employees, or about 2,000 people, were reduced, while the subject of employment restrictions was expanded to prevent public courtesy, and companies to which retirees belong were prohibited from signing private contracts for five years after retirement.



However, the reorganization, which is the core of the innovation plan, will be discussed further until August due to disagreements with the ruling party over the separation and adjustment of vastly subordinated tasks.



Although department store-style measures were introduced, there are criticisms that it is a tinkering prescription because fundamental measures to prevent monopoly and misuse of information are missing.

Above all, as the speculation is not limited to LH employees, it prevents speculation by all public officials, public institution employees, and politicians and returns profits. Strong additional measures are required to do so.
