The central government clarifies a package of policies

Step up efforts to support food production (Rui Finance)

With the arrival of "mang seeding", spring sowing has entered the stage of finishing off, summer harvesting, summer seeding, and summer tube are about to be fully developed, and the country has entered the "three summers" busy season.

Recently, the Ministry of Finance and the Ministry of Agriculture and Rural Affairs have jointly issued a notice to comprehensively deploy a package of policies for the central government to support grain production in 2021, and coordinate and increase support for grain production.

Experts pointed out that the joint action of multiple forces will lay a solid foundation for stable and increased grain production throughout the year.

Store food in the ground Store food in technology

In Leshan, Sichuan, the local "Hundred Days Battle" for high-standard farmland construction is fighting for the golden period of construction and construction, and the construction progress is accelerated without missing the farming period; in Shijiazhuang, Hebei, a bumper harvest of wheat is expected, and the agricultural machinery department is strengthening its cooperation with agricultural machinery cooperatives. The scheduling of the social service organization of agricultural machinery helps them to carry out "one-stop" services such as contracting operations... Storing grain on the ground and storing grain on technology, various practices in various regions are unfolding in time.

The central government’s policy package to support grain production has further clarified these two aspects: implementing the storage of grain on the ground and consolidating grain production capacity.

Strengthen the construction of high-standard farmland, build 100 million mu of high-standard farmland across the country; strengthen the protection and utilization of black land, including 70 million mu of black land conservation cultivation in the northeast region; organize the implementation of cultivated land rotation and fallow area of more than 40 million mu.

Implement the technology of storing grain and improve the efficiency of grain production.

Accelerate the collection of the third national survey of crop germplasm resources to promote the modernization of the seed industry chain; carry out green, high-quality and high-efficiency actions for key crops, promote dry-farming and water-saving agricultural technologies according to local conditions; vigorously promote socialized agricultural production services, focusing on satisfying smallholder farmers Specialized service needs in key areas and weak links in the large-scale production of grain, cotton, oil, sugar and other important agricultural products.

"Support for storing grain on the ground and storing grain on technology is focused on improving grain production capacity." Li Guoxiang, a researcher at the Institute of Rural Development of the Chinese Academy of Social Sciences, told this reporter that the central government’s support for grain production is a package of policies. It is more systematic than in previous years, with greater efforts and clearer goals.

For example, the construction of 100 million mu of high-standard farmland this year will help achieve the goal of 1 billion mu of high-standard farmland nationwide by 2022, and provide a strong guarantee for high and stable grain production.

Guarantee reasonable income from growing grain

Since late May, the main wheat-producing areas of Huanghuaihai have entered a concentrated harvest period from south to north, and wheat harvests have begun in Hubei, Anhui, Henan, and Jiangsu.

According to data from the Ministry of Agriculture and Rural Affairs, the country will invest 16.5 million units of various agricultural machinery to fully ensure the smooth progress of summer harvesting and planting. Among them, there are more than 600,000 wheat combine harvesters and about 250,000 machines participating in cross-regional mechanical harvesting. It is expected that winter wheat machines will be used this year. The yield and the machine sowing rate of summer corn reached 97% and 94% respectively.

The improvement of the level of mechanization of food production is inseparable from policy support over the years.

This year, the central government will continue to intensify its efforts.

It is clear in the policy package: Stabilize subsidies for growing grains and guarantee reasonable income from growing grains.

Improve the level of mechanization of grain production, increase the subsidy ratio for weak links in grain production, machinery and equipment urgently needed for agricultural production in hilly and mountainous areas, and high-end, duplex, and intelligent agricultural machinery products to 35%, and include complete sets of grain drying facilities and equipment into the scope of subsidies for new agricultural machinery products ; Stably implement subsidies for the protection of arable land fertility and other related subsidies for growing grain to ensure reasonable income for farmers from growing grain.

According to the previous introduction by the Ministry of Agriculture and Rural Affairs, this year the central government has further increased its support for grain production, and the minimum purchase price of rice and wheat has increased by 1 cent compared with last year.

The Ministry of Agriculture and Rural Affairs has integrated and implemented 24 billion yuan of funds to directly support grain production, an increase of nearly 6 billion yuan from last year, and the amount of funds is also the largest in recent years.

At the same time, the package of policies also proposes to optimize the structure of the grain industry and extend the grain industry chain.

Support the major grain-producing provinces to newly create 5 grain national modern agricultural industrial parks and 5 grain industrial clusters.

Li Guoxiang believes that this move will increase the enthusiasm of local governments in grain production, and ensure reasonable income from growing grain will also further protect and mobilize farmers' enthusiasm for production and help grain production.

  Prevent food security risks

Preventing food security risks is also the focus of food work.

Liu Lihua, deputy director of the Plant Management Department of the Ministry of Agriculture and Rural Affairs, previously stated that the weather year this year is not optimistic. Extreme weather such as droughts, floods, extreme cold, and extreme heat may occur frequently, and major diseases and insect pests are also recurring. The Ministry of Agriculture and Rural Affairs has formulated early The pre-plan for disaster prevention and mitigation has guided all localities to implement scientific measures to combat disasters, and organized actions such as "graining by insects to ensure a good harvest" to ensure the realization of disaster relief and a good harvest.

This package of policies also proposes to support all localities in timely disaster relief of agricultural production and post-disaster restoration of production; continue to develop financial and insurance services for grain production; and improve the supporting policy system for major grain-producing counties.

The notice jointly issued by the Ministry of Finance and the Ministry of Agriculture and Rural Affairs also requires that all localities fully understand the extreme importance of doing a good job in grain production, and in accordance with the requirements of the same responsibility of the party and government for food security, insist on stable area and stable output.

The Ministry of Agriculture and Rural Affairs has previously made it clear that this year, it will ensure that the annual grain area is stable at more than 1.75 billion mu, and the corn area will increase by more than 10 million mu to ensure that the annual grain output remains at more than 1.3 trillion catties.

The spring sowing area accounts for more than half of the annual grain area. According to the agricultural situation dispatch issued by the Ministry of Agriculture and Rural Affairs in May, the area of spring sowing grain this year has increased by more than 8 million mu.

"The implementation of various policies and the joint action of multiple forces will surely lay a solid foundation for stable grain production throughout the year and ensure my country's food security." Li Guoxiang said.
