The ban does not apply to goods for the provision of international humanitarian aid, transit goods, supplies to support the activities of Russian military formations in other countries and for Russian organizations in Baikonur and Spitsbergen.

At the end of April, the Russian Ministry of Agriculture came up with an initiative to temporarily restrict the export of buckwheat and buckwheat groats.

It was proposed to introduce restrictions on grain exports "in order to preserve the necessary volumes of buckwheat and buckwheat groats in the domestic market and to prevent sharp price fluctuations."
