The new electricity bill that comes into force next Tuesday, June 1, may give some fright, but also joy, to the

11 million domestic consumers

who are covered by the

Voluntary Price for the Small Consumer (PVPC).

The key to the receipt will go through its consumption, but not by the traditional "how much" I use electricity but by the "when", since the new system designed jointly by the

Ministry of Ecological Transition

and the

National Markets Commission and Competition (CNMC)

establishes different sections -punta, flat and valley- with different energy costs.

According to calculations made by the regulator itself, "the cost of electricity in the valley sections will be up to 95% cheaper than in the highlands." For this reason, the CNMC recommends trying to transfer as much consumption as possible to this band, which runs from 12 at night to 8 in the morning on working days and extends to the entire weekend. That is, if you can put the washing machine or iron it on a Saturday or Sunday, the better from the point of view of the bill according to your recommendations.

One of the most relevant changes that the new model will bring is the possibility of contracting two

different

supply powers

for the same day, so that the consumer can adjust the one he has contracted to the real one.

For this, the electricity marketer is obliged to inform you in the receipt of the power that you have contracted (as up to now) and of which you actually use.

The CNMC estimates that the 19 million domestic consumers in the country will initially benefit from a

3.4% discount in the rate

due to the reduction of the regulated part of the bill, which is intended to finance the fixed costs of the system.

From there, the behavior of the receipt will depend on the behavior of each consumer.

Those harmed will be the 10 million households that currently have contracted a rate with hourly discrimination, for whom the receipt will increase by two euros per month with the new system, according to the CNMC.

The structure of the invoice

The new electricity bill that comes into effect on June 1 will be made up of five blocks: the cost of

energy

,

regulated costs

, the

marketer's

margin

for the services provided, rental of

the measurement equipment

and

taxes.

The main change is in the block of regulated costs or access fees. Until now, the regulated costs (

tolls

and charges) have been grouped into a single item, in the new receipt both parties are divided: the former will be regulated by the

National Markets and Competition Commission (CNMC),

as established by European regulations , and the latter by the

Ministry of Ecological Transition.

In both cases the price will have a fixed part and another variable that will depend on consumption.

In addition,

hourly discrimination

is introduced

both in power and in energy for all consumers

(domestic, SMEs and industry).

As regards domestic consumers, all electricity contracts with less than 15 kW contracted will be unified

. The 2.0 A, 2.0 DHA, 2.0 AHS tariffs for the different types of hourly discrimination disappear, as well as the 2.1 tariffs for users who had between 10 and 15 kW of contracted power.

The new 2.0 TD rate will be applied to all users

with new time slots and the possibility of contracting two powers, currently only one can be.

In the face of these changes, users

do not have to do anything

since the new toll is assigned automatically.

However, the consumer can intervene by adapting contracted powers and consumption patterns in order to save with the new structure.

TIME DISCRIMINATION

All

domestic consumer

contracts

(less than 15 kW of power) now

have three time frames.

Peak hours are the most expensive, Monday through Friday from 10 a.m. to 2 p.m. and from 6 p.m. to 10 p.m.

The flat hours of intermediate price from 8 a.m. to 10 a.m., from 2 p.m. to 6 p.m. and from 10 p.m. to midnight.

The off-peak schedule is the cheapest and runs from 12 at night to 8 in the morning.

This one, extends to all the weekend and national holidays.

The new electricity bill will allow saving to those consumers who until now did not have a time discrimination (19 million consumers).

Of these, those who have so far received the 2.0 A tariff with a power lower than 10 kW will see their bill reduced by up to 17 euros per year and for those who had the 2.1 A tariff with a power between 10 kW to 15 kW, the reduction will be of about 197 euros / year.

Those affected by this new structure will be the consumers who already had hourly discrimination and have contracted a power of less than 10kW

(2.0 DHA and 2.0 DHS tolls) since they will see their annual bill increased by 24 euros per year for the 2.0 DHA toll and 46 euros per year for the 2.0 DHS toll.

While consumers with hourly discrimination currently with powers between 10 and 15 kW will be able to save between 72 and 110 euros per year.

Possibility of hiring two powers

From now on, the consumer will be able to contract two powers depending on the time slot.

According to the OCU, the off-peak power will have a symbolic price (€ 1.42 per kW contracted), with the aim of facilitating the charging of electric cars at night by increasing the power.

These can save 204 euros compared to the old rates.

One of the novelties of the new invoice that the marketers will issue

is the information on the power peaks of the last year,

so that consumers can optimize their power by hiring the one they really need in each time slot. In addition, they will be able to make two power changes during the first 12 months of this new rate, to facilitate this adaptation.

According to the National Commission of Markets and Competition (CNMC), the objective of price differentiation is to encourage the shift of consumption (such as accumulators, washing machines and dishwashers, among others) to periods of lower demand with the aim of

avoid unnecessary investments.

The new structure also

facilitates the charging of the electric vehicle

at a reduced price, either at home or by contracting a second supply point (by allowing contracting 0 kW of peak power).

NEW STRUCTURE FOR SMES AND INDUSTRIAL CONSUMERS

In addition to domestic consumers, the new electricity rate will affect SMEs and industry.

SMEs connected in low voltage

(current 3.0 A)

go from a

price differentiation of three to six sections

, both

in power and energy.

Working days have three time bands: peak, flat and valley, although prices vary from month to month, Saturdays, Sundays and national holidays are included in the valley period (approximately 53% of the hours of the year are valley period) .

The number of off-peak hours goes from 2,920 to 4,680 hours (5,149 hours if we consider periods 5 and 6).

For their part, SMEs connected in medium voltage

(current 3.1 A),

the number of off-peak hours goes from 4,030 to 4,680 hours (5,149 hours if we consider period 5 and 6)

As for industrial consumers, the

toll structure remains unchanged

: six power terms and six energy terms.

All working days will have three periods and prices will depend on the seasons.

For industrial consumers who do not adapt their way of consumption, the bill will rise in those industries connected in distribution networks (current tolls 6.1, 6.2 and 6.3) between 3% and 12% and will decrease

for industries connected in transport networks (current toll 6.4), 3

with respect to current tolls.

PVPC RATE VS FREE MARKET

For consumers covered by the PVPC (Voluntary Price for Small Consumers)

, the new rate will be automatically updated on June 1. The trading companies must apply the new prices established for the concepts of power and energy of the PVPC with the sections indicated above. The consumer will have to adapt their habits to the new time zones in order to avoid consumption at peak times and assess whether the contracted power is adequate or it is worth having two types of power, a smaller one for peak hours and a higher one for off-peak hours.

For those

consumers who are in the free market,

the trading companies will be in charge of adapting the contract price.

In this case, they have more freedom to transfer these changes to their rates but they must always communicate these changes to the consumer well in advance.
