Zou Ji said that national wealth generally has different proportions. When the level of economic development is low, national wealth is mainly composed of physical capital, such as houses, machines, and cars.

As income levels increase, the industrial structure will also change accordingly, and the proportion of the service industry will become higher and higher. This is changing simultaneously with the people's demand for a better life and is the future trend.

  In other words, in the next 40 years, by 2060 to achieve the goal of carbon neutrality, China's national wealth will change, that is, it requires a significant increase in the stock and increment of natural capital.

  "Therefore, our investment is increasingly flowing into the field of natural capital. In the next 30 or 40 years, I judge that there will be a new group of wealthy people in the field of natural capital investment." Zou Ji said.

  As a result, Zou Ji described a new growth logic: the state proposed a "dual carbon target" to delimit the carbon asset boundary; paid for the distribution of carbon asset property rights to market entities; fostered the carbon market, traded carbon assets, developed carbon finance, and discovered Carbon price; stimulate low-carbon investment and technological innovation.

  Zou Ji emphasized that the "dual carbon goal" proposed by China is a revolution that involves thousands of households and all walks of life. To achieve this goal, under China's national conditions, local practice is particularly important and no matter how ambitious the goal is. It requires the efforts of local governments, enterprises, and residents. All national will and national efforts are ultimately implemented by local governments.

  Zou Ji believes that if you want to buy more time for the subsequent "carbon neutrality", you should advance the date of "carbon peak" as much as possible, and put forward the following suggestions:

  Fourth, the central and local fiscal system reforms must adapt to the green and low-carbon transition and build a market-based fiscal incentive policy environment.
