  The "Roadmap" clarifies that it is necessary to vigorously promote the application of a new generation of aviation broadband communications, build a civil aviation 5G network that combines public and private use, and actively build a world-class modern civil aviation communication infrastructure system to facilitate the construction and operation of smart civil aviation.

  Zhang Ruiqing said that considering that the application of new-generation aviation broadband communication technology is a long-term task and needs to be implemented step by step, the "Roadmap" divides the implementation of China's civil aviation new-generation aviation broadband communication technology application into three phases, namely in the near future (2021-2025).
