At the same time, all localities are required to play the role of provincial coordinating, rationally arrange budgets in accordance with the principle of priority, scientifically allocate funds, continue to increase support for poverty-stricken areas, and increase support for areas that actively promote the development of inclusive private parks.

  Since 2011, the Ministry of Finance, together with the Ministry of Education and other departments, have supported the implementation of three pre-school education action plans in various regions.
