According to the above-mentioned rules, individual consumers who scrap or transfer out fuel vehicles registered in Shanghai that meet the emission standards of China IV and below, while car sales companies registered in Shanghai buy new fuel vehicles that meet the requirements of China VI and above emission standards, can enjoy A financial subsidy of RMB 2,800 per vehicle.
According to the relevant person in charge of the Shanghai Municipal Commission of Commerce, the subsidy funds for the retirement and renewal of old cars will be arranged in the city’s special funds for energy conservation and emission reduction. The property owner should have a good credit status, and have no records of untrustworthy information such as arrears of taxes and fees, drunk driving, etc. on the Shanghai Public Credit Information Platform.
Eligible vehicle owners can apply for subsidies to the Municipal Commission of Commerce and submit relevant information through channels such as "Shanghai Release", "Shanghai Business", and "Chexinmeng".
The Municipal Commission of Commerce is responsible for the overall coordination of the implementation of the detailed rules, accepting and reviewing consumer applications, and, in conjunction with the Municipal Development and Reform Commission and the Municipal Finance Bureau, supervises and manages the use of subsidy funds, and evaluates the implementation effects of the detailed rules.
