According to the WeChat official account of the Ministry of Transport, recently, the Ministry of Transport, the Ministry of Industry and Information Technology, the Ministry of Public Security, and the State Administration for Market Supervision jointly issued the "Work Plan for the Treatment of Atmospheric Liquid Dangerous Goods Tank Trucks" (hereinafter referred to as the "Plan" ), regulate the production, registration, use and inspection of atmospheric liquid dangerous cargo tankers (hereinafter referred to as tankers), focus on rectifying the outstanding problems in the operation of tankers, and comprehensively improve the level of safe operation of tankers.

  According to reports, in recent years, the scale of my country's dangerous goods logistics industry has continued to expand, and the number of tankers has increased year by year. Some tankers have hidden safety hazards such as "large tanks and small standards", substandard wall thickness, missing safety accessories, and leakage.

In order to conscientiously implement the relevant decisions and deployments of the Party Central Committee and the State Council, the Ministry of Transport and other four departments jointly formulated the "Plan" on the basis of in-depth investigation and research and extensive solicitation of opinions.

  Strengthen governance and strictly control the increment.

The "Plan" stipulates that the design and manufacture of tank cars, inspection and testing, registration, and operation access management shall be strictly controlled, and the access points shall be strictly controlled to ensure that the new tank cars in the market meet the requirements of national laws, regulations and standards.

  Take comprehensive measures to digest the stock.

The "Plan" clarifies that the stock tanker will be inspected in batches by professional inspection and testing institutions, and those that pass the inspection are allowed to be used normally; those that fail to pass the inspection shall be immediately stopped and rectified and re-inspected within a time limit. The re-inspection is still unqualified in accordance with laws and regulations. Replace the same type of tank or scrap it.

For defective tanker products, the manufacturer shall be ordered to conduct a recall and strengthen the management of the source of production.

  Combination of dredging and blocking to optimize management.

The "Plan" pointed out that the implementation of national standards, correction of extreme practices such as "one tank, one product" adopted in some places, allows tank trucks to transport goods with the same characteristics, and improves tank truck utilization efficiency and corporate enthusiasm.

  Strengthen law enforcement and promote co-governance.

The "Plan" requires comprehensive use of administrative supervision, credit supervision, informatization supervision and other means to strengthen coordination and linkage of departments and effectively form a combined force of supervision.

At the same time, give full play to the professional advantages of inspection institutions and the self-discipline role of the association to promote the common governance of the tanker management society.

  According to the "Plan", starting from June 1, 2021, new tankers entering the market should be inspected, registered, and apply for road transport permits in accordance with the new requirements to achieve compliance with new tankers; before May 30, 2022, complete the inventory of all tankers. Tank truck inspection; before November 30, 2022, the tank truck rectification will be fully completed; from November 1, 2022, my country will completely ban the operation of tank trucks with major safety risks.
