However, immediately after the birth of a child, they can only be used by a family that buys real estate on a mortgage.

Without the use of credit instruments, you can spend the funds of the capital on the purchase of an apartment or house only three years after replenishing the family.

As a result, as noted by the legislator, a family that wants to buy a home without a mortgage, but needs the funds for this, has to either wait three years (the period for which real estate can significantly increase in price), or still get a loan.

“In order to support young families with children, I ask you to evaluate the feasibility of changing the rules for providing funds from the“ Maternity Capital ”for the purchase of real estate without credit instruments, namely, to allow families to apply for these funds immediately after the birth of a child,” the letter says.

Earlier, the Russian government included in the Family Mortgage program the possibility of obtaining loans at a preferential rate of up to 6% per annum for the construction of a private house and the purchase of a land plot.
