The "Notice" clarified that starting from June 1, 2021, pilot projects will be implemented in 20 cities including Tianjin, Taiyuan, Shenyang, and Shanghai for the registration of small non-operating second-hand vehicles in other places.

At present, my country's second-hand car market is increasingly active, second-hand car transactions continue to grow, and the demand for people to purchase cars from different places has increased significantly.

In order to facilitate the remote transaction of second-hand vehicles, the "Notice" proposes that for registered small and micro non-operating passenger vehicles (hereinafter referred to as small non-operating second-hand vehicles), buyers and sellers can choose to conduct transactions at the place where the vehicle is transferred from or where the vehicle is transferred.

Operators of second-hand car trading markets, second-hand car dealerships, second-hand car auction companies and other business entities that handle transactions shall verify vehicles and formalities in accordance with regulations, and issue unified invoices for second-hand car sales.

For vehicles that conduct transactions in a third place other than the place where the vehicle is transferred to and from the place where the vehicle is transferred, the transaction shall not be handled for them.

By clarifying the requirements for off-site transactions and invoice issuance, we can achieve "immediately" and "on-site", and effectively guarantee the implementation of the policies for handling transaction procedures in the transfer place.

The "Notice" clarifies that the transfer registration of small non-operating second-hand vehicles shall implement the electronic online transfer of archives and materials. After the masses have completed the transaction procedures, they no longer need to extract paper archives, reducing the waiting time for archives, and reducing the inconvenience of carrying, keeping, and transferring archives. .

For transactions in the place of transfer, the buyer of the second-hand car can directly handle vehicle inspection and registration on the spot, without having to return to the place of registration for vehicle inspection and transfer-out, changing "two registration inspections" to "one registration inspection", reducing two places round trip.

The "Notice" further strengthens the responsibility of the business entity, ensures the safety of transactions, and safeguards the legitimate rights and interests of all parties to the transaction.

Requires second-hand car business entities to accurately collect and timely report relevant transaction information through the National Automobile Circulation Information Management Application Service (System) before handling second-hand car transactions, and check the relevant information and vouchers of both parties to the second-hand car transaction and the transaction vehicle. Establish complete second-hand car transaction files and keep them in accordance with the prescribed time limit.

Detailed requirements have been put forward for the entrusted agents of the buyers and sellers of second-hand cars to handle the procedures for the off-site transaction of second-hand cars.

  In addition, the "Notice" made specific arrangements for the implementation of the policy, clarifying that from June 1, 2021, pilot implementation of small non-operating second-hand car registration in 20 cities including Tianjin, Taiyuan, Shenyang, and Shanghai; from 2021 From September 1st, municipalities directly under the Central Government, provincial capitals, capital cities of autonomous regions, and cities under separate plans will be fully implemented; in 2022, they will be fully implemented nationwide.
