  The Ministry of Housing and Urban-Rural Development recently held a symposium on affordable rental housing, with the participation of 6 city governments in Beijing, Shanghai, Guangzhou, Shenzhen, Fuzhou, and Nanning.

Ni Hong, the deputy minister of the Ministry of Housing and Urban-Rural Development, pointed out that the urban people's government should include the development of affordable rental housing and the settlement of housing problems for new citizens and young people on its agenda.

  What is affordable rental housing?

Why should we vigorously develop this type of housing?

  Affordable rental housing includes public rental housing and policy rental housing.

  Public rental housing is mainly for urban household registration housing and income "dual-difficulty" families, with physical security and monetary subsidies coexisting.

In other words, such families can directly rent public rental housing, or they can receive monetary subsidies to rent housing on the market on their own to solve the housing problem.

  Policy-based rental housing is mainly for new citizens without housing. The government provides policy support, multi-subject investment, multi-channel supply, and government-guided prices.

The Minister of Housing and Urban-Rural Development Wang Menghui once introduced that in the future, policy-based rental housing will be developed in major cities with net population influx.

  Regarding the development of affordable rental housing, Yu Xiaofen, vice president of Zhejiang University of Technology, believes that since the reform and opening up, especially the reform of the housing system, the living conditions of urban residents in my country have undergone significant changes.

However, the imbalance and inadequacy of the housing sector in my country are still prominent.

The housing prices in big cities are high, and the leasing market has problems such as insufficient supply and unreasonable supply structure. This has caused the housing difficulties for new citizens and young people to be more prominent.

Due to their poor economic affordability, they can only rent in old communities, urban villages, shanty towns and even illegal buildings, and the living environment is poor.

  Yu Xiaofen further explained that limited by the government's financial and management pressure, it is difficult for public rental housing to cover new citizen groups.

Therefore, in the future, the positioning of public rental housing should be mainly oriented to urban housing and income "double-difficult" families, while policy-based rental housing mainly solves the housing difficulties of new citizens.

  "Vigorously developing policy-based rental housing is a breakthrough to solve the housing problem in big cities." Yu Xiaofen said, it is necessary to ensure that the rent of policy-based rental housing is lower than that of neighboring rental housing of the same quality, and to ensure that eligible new citizens rent in big cities. A relatively decent place to live in that is compatible with their economic ability, so that they can live in a place, and they can rent commercial housing or buy housing after their economic ability improves.

  What policy support will affordable rental housing receive? At this symposium, Ni Hong emphasized that cities with a large influx of people and higher housing prices should scientifically determine the construction goals and policies of the "14th Five-Year Plan" affordable rental housing, implement the annual construction plan, and the government will give land, finances and taxes. , Financial and other policy support to guide multi-entity investment and multi-channel supply. Actively use collective construction land, idle land owned by enterprises and institutions, supporting land for industrial parks, and available idle houses for construction and reconstruction of affordable rental housing, adhere to small-sized units and low rents, and do their utmost to help new citizens and young people, especially those engaged in basic Public service personnel and other groups alleviate housing difficulties.
