In terms of land for transportation and water use, the city plans to supply 5,686 hectares of land, an increase of 48% from the actual supply in 2020.
It will closely follow the goal of building an international comprehensive transportation hub and an international gateway hub in the western region, and continue to implement the two-city economic circle transportation infrastructure construction action plan, the "850+ urban rail transit network plan", the five-year action plan for high-speed rail construction, and the three-year water source project construction. The annual action focused on securing the land for projects such as the T3B terminal and fourth runway of Jiangbei Airport, and the second phase of rail transit line 15 to further complement the shortcomings of infrastructure.
In terms of residential land, Chongqing plans to supply 2,678 hectares of residential land.

According to the commercial residential land supply plan, the central urban area determines the total amount based on market demand, and uses rail transit to determine the layout. It plans to supply 867 hectares of commercial residential land; the main city new district plans to supply 940 hectares of commercial residential land, and the three-gorges reservoir area of the northeast Chongqing city cluster plan 348 hectares of land for commercial housing, and 137 hectares of land for commercial housing are planned for the urban group in Wuling mountainous area in southeast Chongqing.
In addition, the city also plans to supply 2057 hectares of land for public management and public services, 3628 hectares for industrial and mining storage, and 408 hectares for commercial use.
