  The "Draft for Comments" pointed out that since the reform and opening up, my country's county town construction has made remarkable achievements, and the county town appearance has undergone tremendous changes. However, there still exist disorderly expansion of county towns, unreasonable layout, high density and intensity, infrastructure and public service facilities capacity. Insufficient, low-quality human settlements and other issues, there is an urgent need to change the development and construction methods of county towns and promote green and low-carbon development of county towns.

  In terms of strictly implementing the green and low-carbon construction of county towns, the "Draft for Solicitation of Comments" puts forward the following requirements:

  The first is to strictly guard the bottom line of county construction safety.

The construction of county towns must adhere to the system concept, coordinate development and safety, and clarify the bottom line requirements for the safety of county town construction.

New buildings in the county town should be constructed in safe and suitable locations, avoiding areas prone to geological and natural disasters such as mountain torrents, landslides, and mudslides, and conduct disaster prevention safety demonstrations.

  The second is to control the density and intensity of county construction.

The construction of county towns should be dense and well distributed. It is necessary to prevent blindly carrying out high-density and high-intensity development, and it is necessary to prevent the spread of pancakes in a disorderly manner.

The population density of the county town should be controlled at 6,000 to 10,000 people per square kilometer, and the ratio of the total construction area of ​​the county town’s built-up area to the area of ​​construction land should be controlled at 0.6 to 0.8.

Accelerate the implementation of green building and building energy efficiency standards, strengthen design, construction and operation management, and continuously increase the proportion of green buildings in new buildings.

Promote energy-saving renovation and functional enhancement of old communities.

Vigorously promote the application of green building materials.

Promote new construction methods such as fabricated steel structures.

Improve energy efficiency in counties, vigorously develop renewable energy that meets local resource endowments and needs, promote clean energy applications, promote clean heating in northern counties, and reduce the proportion of traditional fossil energy in building energy.

  The sixth is to build green and economical infrastructure.

The infrastructure construction of the county town should be suitable for local characteristics, focusing on miniaturization, decentralization, and ecological methods to reduce construction and operation and maintenance costs.

Advocate a combination of large-scale decentralization and small-regional infrastructure layout, arrange distributed energy, sewage treatment and other facilities according to local conditions, reduce the construction and operation costs of transmission and distribution pipelines, and integrate organically with the surrounding natural ecological environment.

  Seven is to strengthen the protection and inheritance of the county's history and culture.

Protect and inherit the county’s historical culture and features, and preserve the overall pattern of traditional neighborhoods and the original network of streets and lanes.

Do not demolish historical buildings, cut down ancient and famous trees, or damage the historical environment.

Accelerate the delimitation of historical and cultural blocks and the determination of historical buildings, promptly identify and publish old city areas and buildings with protection value, implement listing surveying and mapping, and clarify protection management requirements to ensure effective protection and rational use.

  The eighth is to build a smooth walking system.

Build a pedestrian-friendly county traffic system and build a continuous and unobstructed network of pedestrian paths.

Open up pedestrian roads with broken ends, connect interrupted nodes, optimize street-crossing facilities, clean up illegal occupations, and improve road accessibility.

Improve safety measures, strengthen management and maintenance, and ensure the safety of walking paths.

  Nine is to create a humane public environment.

Strictly control the size of the county square, and the concentrated hard-slot area of ​​the county square should not exceed 2 hectares.

Promote "narrow roads, dense road networks, and small neighborhoods" to create a pleasant spatial scale for the county.

Control the width of county roads. The width of the red line of county roads including green belts shall not exceed 40 meters.

In principle, the height-to-width ratio of the buildings along the main living street and the road is controlled by 1.5 to 2.

  The tenth is to implement the overall construction method based on the block as a unit.

It is necessary to rationally determine the scale of residential communities in the county, strengthen municipal infrastructure and basic public service facilities, and configure facilities such as domestic sewage and garbage disposal in accordance with local conditions.

Explore the overall construction of public services, commercial services, cultural and sports facilities with blocks as a unit, strengthen community greening and construction of public activity spaces, and create living blocks with suitable scales, complete facilities and harmonious neighborhoods.

  The "Draft for Comments" stated that all localities shall, in accordance with the requirements of this opinion, clarify the scope of application based on the size of the permanent population, geographical location, natural conditions, functional positioning and other factors of the county towns in the region, especially those located in the main production areas of agricultural products and ecological function areas. Carry out green and low-carbon construction in strict accordance with relevant requirements.

All localities should put forward specific measures and refine relevant requirements based on local actual conditions. Standards can be further raised, but the bottom line requirements cannot be lowered.
