First, it is a disaster support fund that provides cash for small business owners and self-employed people, so-called'support fund plus'.

We support 3.85 million companies with an investment of KRW 6.7 trillion.

Unlike the 3rd subsidy, the sales limit was also lifted from less than 400 million won to less than 1 billion won, and the scope has been expanded by applying to places with more than 5 employees.



There are two main types of support.

'Regulated industries' who participated in social distancing and were unable to operate are receiving more support, and the rest of the small businessmen who are suffering from a business crisis due to the shock of Corona 19 also receive support.



First of all, 11 businesses that had to close at all due to the ban on gatherings until January 17 in the metropolitan area, such as karaoke rooms, gyms, and entertainment establishments, received the highest amount of 5 million won.



(Based on the metropolitan area) Academy, party rooms, and winter sports facilities, where the ban on gatherings was eased in early January, receive 4 million won.



Restaurants, cafes, lodging, PC rooms, game rooms, bathhouses, movie theaters, beauty salons, etc. are open, but 10 businesses with limited business hours pay 3 million won.



The difference from the 3rd subsidy is that even if the business was not operated due to social distancing, if sales increased in 2020 compared to 2019, it will not be included in the support.

At the time of the 3rd subsidy, it was a method of paying first and then finding and recovering companies with increased sales.



Even if there were no sales restrictions, small business owners whose sales declined during the same period are supported.

In the process of discussions at the National Assembly, support was further subdivided and funding was increased.



Business-critical industries with a significant decrease in average sales are supported by dividing into three stages.

First, 3 million won is provided for businesses that show that the average sales of businesses such as travel agencies and youth training facilities have decreased by more than 60%.

It is expected to cover 12,000 companies.



Wedding halls, performances, theaters, and exhibitions, and 28,000 companies whose sales decline is between 40% and 60% will receive 2.5 million won.

Businesses that have decreased sales by 20% to 40%, such as hotel and chartered bus companies, receive 2 million won.

And even if it doesn't apply to all of these, if the sales decrease, you will receive 1 million won.



This time, if you have multiple business sites, you can also apply for duplicates.

One person can receive 150% for 2 business sites, 180% for 3 locations, and up to 200% for 4 or more locations, up to double.

For example, a president who operates four karaoke rooms can receive 10 million won, and if he runs three, 9 million won.



The Ministry of SMEs and Startups divides the average sales by industry in detail and categorizes the support stages of business at risk.

If not included in this type of business, even if sales have decreased significantly, only 1 million won will be received. Conversely, even if it is included in the worst business crisis business type like a travel agency, if only my company is in business, the subsidy may be reduced accordingly.

The addition of support for agricultural, forestry and fishermen during the discussions of the National Assembly is also a big change.

It was decided to invest 244 billion won in manpower and funding for farmers and fishermen whose management was difficult due to quarantine measures and reduced consumption of agri-food.



First of all, we provide vouchers worth 1 million won per household to farms and fishermen who suffered from a decrease in sales due to quarantine measures.

The subject is limited, as there has been heated debate in the process of deciding on further assistance.

Only some industries that have suffered'specific damage' as a result of quarantine measures can receive support.



Farmers who make up the most proportion are'producing eco-friendly agricultural products for school meals'.

This does not apply to farms that do not have eco-friendly certification or do not provide meals.

"The sales channels for agricultural products produced by eco-friendly farms were quite limited, so the damage caused by school closures was also greater. This is the purpose of concentrating the support to the places where it is most needed," an official of the Ministry of Agriculture, Food and Rural Affairs explained.



In addition, farmers such as flower farms, which were hit hard by cancellations of various events and weddings, winter watermelon farms, whose sales declined sharply due to business restrictions at entertainment establishments, horse farms whose incomes declined due to the suspension of horse racing, and rural experience resort villages that suffered damage due to reduced travel. More than 25,000 households are eligible for support.

2,700 fishermen households affected by the reduction in eating out and cancellation of local festivals are also supported.



A voucher worth 300,000 won is awarded to 460,000 households of small, small-scale sea bass that do not belong to this industry.

In the case of farmers, most of them can receive 300,000 won if they received small farm direct payments last year.

The direct payment for small farmers is a project that provides direct payment to small farmers, which are only about 5,000 square meters, about 1,500 pyeong, and 70% of them are elderly farmers.

The Ministry of Agriculture and Forestry explained that'fake farmers' such as LH speculation cases cannot receive support due to strict support standards, such as low income other than agriculture and having to work in farming for more than three years.

The Ministry of Maritime Affairs and Fisheries plans to provide this 300,000 won voucher to 20,000 fishermen located in the island or border areas.



Support for farmers and fishermen is supported by vouchers, not cash. Although some places such as entertainment establishments are limited, most businesses can use them and there are no regional restrictions.



The Ministry of Agriculture, Food and Rural Affairs, the Ministry of Oceans and Fisheries, and the Forest Service plan to start paying the voucher project in April with an application in April with detailed announcements to support the agriculture, forestry and fishermen.

To solve this problem, a law was passed that allowed foreign workers who have already entered the country to temporarily extend their stay.

In this supplementary plan, it is decided to invest 5 billion won to improve housing for foreign workers to prepare 500 temporary accommodations, and to provide support for 1,000 people and 1.7 billion won for dispatching workers so that domestic workers can work in rural areas.

Employment stabilization subsidies, which are paid to the underprivileged, such as specially hired workers and freelancers, will be released this time.

Those who have previously received it will receive an additional 500,000 won, and if they apply for a new one, they can receive 1 million won.



Those who have already received the 1st, 2nd, and 3rd rounds of support can apply on the'Special High School/Freelance Employment Stability Support' website from March 26th, and payment begins on Tuesday, March 30th.

However, if you are enrolled in employment insurance as of March 2nd, you are not eligible for support, and if you have received other support funds, you can receive multiple payments.



Among new applicants for the 4th subsidy, if they do not have employment insurance during October-November 2020, or if the subscription period is less than 20 days, they can apply this time and receive 1 million won.

Applications can be made through the homepage or through the job center (starting on the 15th) from April 12th, and will be paid in a lump sum in early June.
