The entry into force of the Regional Comprehensive Economic Partnership Agreement (RCEP) will promote the development of both domestic and international cycles of member states in the region. China will also participate in this process to enhance its ability to allocate resources in both domestic and foreign markets.

  He said that China encourages domestic industries to upgrade to high value-added links such as R&D and design and system integration, and will also strengthen the vertical division of labor and cooperation with Southeast Asian countries in the industrial chain.

For example, China can cooperate with Southeast Asian countries in the middle and low-end industrial chains through the establishment of overseas industrial cooperation parks and small and medium-sized enterprises cooperation parks to enhance the added value of the industry and the ability of industrial chain integration.

The cost advantage of the production capacity of Southeast Asian countries and the complete supporting advantage of China's manufacturing industry chain will be complementary.

  He Yaqiong said that China will also deepen the cooperation between China, Japan and South Korea in the high-end industrial chain supply chain.

The three parties can continue to carry out in-depth cooperation in the fields of electronic information and automobiles, which will help promote the formation of an industrial chain structure with complementary advantages of China, Japan and South Korea, and build a China, Japan and South Korea coordinated development system.

  He said that China will be more proactive and open to a higher level to attract more foreign high-end manufacturing projects to land in China, and more foreign-funded enterprises, institutions and talents will come to China for development.
