This year, CCTV's 3.15 party exposed the scene of mobile phone cleaning software deceiving the elderly, focusing on the management of bad apps (mobile Internet applications) and caring for the digital life of the elderly, two issues of high concern to society.

It can be seen from the monitoring and display of experts from the Network Security Center of the China Electronics Standardization Institute that when reading through a novel reading software, the same path of "remind, download, and clean" was installed on the phone in just a few minutes. There are four cleaning softwares: "Memory Optimizer", "Super Cleaner", "Smart Cleaner" and "Mobile Manager PRO".

In the test of the last installed "Mobile Manager Pro", in just 8.75 seconds, it read 890 user application lists, more than 1,300 mobile user identification numbers (IMSI), and more than 900 mobile device identification codes ( IMEI).

Appearing to be cleaning up mobile phone trash, various "masters" and "butlers" actually steal a large amount of user information in the background.

It is a trivial matter to read user information in a short time and high frequency, causing the phone to freeze.

The more serious hidden danger is that accurate user portraits can be achieved based on this, and various vulgar, inferior, and even deceptive advertisements and content are continuously pushed to the mobile phones of the elderly who are "easy to be misled and induced."

According to the Ministry of Industry and Information Technology, through technical inspections, it has been verified that the four apps of "Memory Optimization Master", "Smart Cleaning Master", "Super Clean Master" and "Mobile Phone Manager Pro" deceive and mislead users to download and process personal information in violation of regulations. The illegal actions have required major application stores to be removed from the shelves, and investigations will be conducted on the entities involved.

The problem app flicked the old man around, and it wasn't that nobody was watching.

In recent years, widespread problems such as the collection of apps beyond the scope and the mandatory collection of users' personal information have attracted great attention from the state. The Ministry of Industry and Information Technology's special rectification actions for apps infringing users' rights and interests have lasted for more than two years.

According to data from the Ministry of Industry and Information Technology, in the early rectification, 300 apps that deceive and mislead users to download problems were ordered to rectify, 37 apps were publicly notified, and 3 apps were removed from the shelves; for mobile phone butlers, memory optimization, and junk who had problems with handling personal information in violation of regulations To clean up apps, order the rectification of 75 models, public notification of 20 models, and the removal of 1 model.

At the same time, in order to change the situation that the intelligent society is not "friendly" to the elderly, the Ministry of Industry and Information Technology launched the "Special Action for Internet Application Suitable for Ageing and Accessibility Improvement" in January this year, in response to the problem of "mandatory advertising and easy to mislead the elderly". It is required that the modified App version no longer has ad plugins.

The protection of personal information and citizens’ privacy, including the elderly, is not only the conscious action of enterprises and citizens, but the establishment of a long-term mechanism through institutional regulation.

Previously, Vice Minister Liu Liehong of the Ministry of Industry and Information Technology revealed at the App Personal Information Protection and Supervision Symposium that the "Interim Provisions on the Management of Personal Information Protection for Mobile Internet Applications" (hereinafter referred to as the "Interim Provisions"), which is being improved, will effectively promote related governance. Work is institutionalized and normalized.

According to Zhang Jiyu, Executive Dean of the Institute of the Rule of Law at Renmin University of China, the "Interim Regulations" will clarify for the first time five types of entities: App developers, distribution platforms, third-party service providers, mobile terminal telecommunications equipment manufacturers, and network technology service providers. And clarify the general requirements and obligations they should follow for the protection of personal information.

Zhang Dezhi, director of the Consumer Supervision Department of the China Consumers Association, said that from the "Interim Regulations" draft for comments, the apps that refuse to be corrected will be removed from the shelves and cannot be reconnected to the Internet in any form within 20 days.

In other words, you cannot change a vest to avoid rectification.

Zhang Dezhi said: “Some App companies are not afraid of exposure. They have thick skins. You don’t want to use them. Some people are willing to use them. The “honor penalty” and “reputation penalty” do not work on it. In short, it will have a great deterrent effect on App companies."
