In the proposed draft of the "14th Five-Year Plan" released last year, there is only one sentence for the expression of delay in retirement, which is called "implementation of a gradual delay in the statutory retirement age."

In the fourteenth five-year plan for national economic and social development and the outline of long-term goals for 2035 just announced, this sentence was expanded, and the principles of small-step adjustment, flexible implementation, classified promotion, and overall consideration were put forward.

Put forward further requirements for the implementation of delayed retirement, which also revealed that the widely concerned delayed retirement has officially entered the stage of "planning implementation".

  The outline of the "14th Five-Year Plan" is proposed in Chapter 45, "Implementing the National Strategy for Active Response to Population Aging", which comprehensively considers factors such as the increase in average life expectancy, the accelerated trend of population aging, the increase in years of education, and changes in labor structure In accordance with the principles of small-step adjustment, flexible implementation, classified promotion, and overall planning, the statutory retirement age will be gradually delayed to promote the full use of human resources.

  From the perspective of the increase in average life expectancy, after the founding of New China, especially since the reform and opening up, my country's economy and society have undergone tremendous changes, and people's living standards and average life expectancy have been greatly improved.

The average life expectancy in my country has increased from about 40 years at the beginning of the founding of the People’s Republic of China to 77.3 years in 2019. Among them, the average life expectancy of urban residents directly related to the retirement age has exceeded 80 years.

  From the perspective of the accelerated population aging trend, the proportion of people aged 60 and over in the total population has reached 18.1% by the end of 2019. It is expected that the elderly population will exceed 300 million during the "14th Five-Year Plan" period, from a mild aging to a moderate aging stage.

  Judging from the general increase in years of education, more than half of the new labor force has received higher education, and the average years of education have been continuously extended, reaching 13.7 years.

The increase in the number of years of education means that the age at which workers start working continues to be pushed back.

  From the perspective of changes in the labor structure, the number of working-age population in my country has been declining since 2012, with an average annual decrease of more than 3 million, and the reduction is increasing. It is expected that there will be a decrease of 35 million during the "14th Five-Year Plan" period.

In the context of increasing structural contradictions in employment, recruitment difficulties in some regions and industries are more prominent.
