With the increasing popularity of Internet consumption, the quality of online shopping has also increased.

The reporter learned from the consumer rights protection clues collected by the Xinhua News Agency's client "National Auctions" that complaints involving counterfeit online shopping accounted for a relatively high proportion.

According to statistics from the Beijing Sunshine Consumer Big Data Research Institute, among the 1,191 products tested by some consumer associations in 2020, the online non-compliance rate is 38.70%, which is significantly higher than the offline sampled products.

Some platforms have a non-compliance rate of 70%.

How to regulate the unqualified quality of online shopping products?

What is the responsibility of the platform for selling counterfeit and shoddy goods?

As "3·15" approached, a reporter from Xinhua News Agency "China Cyber Affairs" launched an investigation on the quality of online shopping.

 Many online shopping "pits"

A consumer in Shanghai complained that he had purchased a "Genuine Little Genius z6 Children's Phone Watch" on a well-known ordering platform, and found that the brand of the product was "Genuine Little Genius" instead of "Little Genius" upon arrival. ", merchants sell counterfeit products by wiping the ball.

Not only that, the reporter found that some e-commerce platforms also openly sell prohibited goods.

A consumer complained on "National Photography" that 60V and 72V lithium batteries for electric vehicles are available on several well-known e-commerce platforms.

However, in accordance with relevant national regulations, the sale of lithium batteries for electric vehicles as long as they exceed 48V is prohibited.

Buying Nescafe coffee, you will get "Pingguo" coffee; the monthly sales of the "increasing" products with no actual effect have reached more than 4 million yuan; buying counterfeit luxury goods at a discount of 10%...

  There are many such cases.

The reporter combed and found that in the consumer rights protection clues received by the "National Photography" column of the client of Xinhua News Agency, online shopping rights protection involved not only well-known platforms, but also many small platforms.

Merchants do not care, the platform shirks, the e-commerce platform becomes a concentrated place for fakes?

On March 12, the 4th 3.15 Internet Consumption Forum and Internet Commodity Quality and Platform Responsibility Seminar was held in Beijing.

At the meeting, the Consumer Rights Protection Law Research Association of the Chinese Law Society and Beijing Sunshine Consumer Big Data Research Institute jointly released the "Comprehensive Analysis of Comparative Experiments of Some Consumer Associations in China in 2020".

Analysis shows that among the 1,191 products tested by the China Consumers Association and consumer associations such as Beijing, Shanghai, Shenzhen and other organizations in 2020, 832 were sampled online, and 322 were not up to standard, and the non-compliant rate was 38.70%.

Among the 832 online sampled products tested by the Consumers Association, a well-known ordering platform had the highest sample non-compliance rate. Of the 54 sampled products, 37 failed to meet the standard, and the non-compliance rate was as high as 68.52%.

Among the products with outstanding problems of non-compliance in the test of children's products, the children's travel shoes and net cloth children's shoes sold in the flagship store of an e-commerce platform have detected phthalates exceeding the limit value by more than 100 times.

Studies have shown that phthalates can be absorbed into the body through the respiratory system and skin to interfere with endocrine and endanger the development of the reproductive system of male babies.

According to data from the Ministry of Commerce, China's annual online retail sales of physical goods will reach 9.8 trillion yuan in 2020, making it the world's largest online retail market for eight consecutive years.

"Enterprise Check" data shows that in 2020, my country has registered a total of 663,800 e-commerce-related market entities.

From 2015 to 2020, e-commerce companies involved 303,300 judgment documents in litigation, resulting in a total of 25,600 persons subject to enforcement and 11,600 times of untrustworthy information.

In 2020, 7096 persons subject to enforcement information were generated, the highest in history.

Multi-party efforts to build a "firewall" for online shopping

The phenomenon that substandard products continue to be banned repeatedly, and sales are increasing year by year, should be paid enough attention.

Chen Yinjiang, deputy secretary-general of the Consumer Protection Law Research Institute of the Chinese Law Society and executive dean of Beijing Sunshine Consumer Big Data Research Institute, said that the high rate of substandard products sold on the platform indicates that there are loopholes and loopholes in the formulation of rules or daily management. Weak boards, or there are problems such as lax control, poor management, and weak responsibilities.

"The platform needs to strengthen the awareness of laws and responsibilities, take effective measures to curb sales of counterfeit and shoddy behaviors within the platform, and consciously safeguard the legitimate rights and interests of consumers and the order of fair competition in the market." Chen Yinjiang said.

In addition, the relevant departments should increase their daily supervision and special management efforts, promptly detect and correct various online sales counterfeit and inferior behaviors, and publicly expose them to the public.

Sun Ying, deputy secretary-general of the Consumer Protection Law Research Association of the Chinese Law Society and a professor at the School of Civil, Commercial and Economic Law of China University of Political Science and Law, said that the investigation and coordination of cross-regional network cases should be strengthened, information exchange, and mutual assistance in law enforcement should be strengthened to form a regulatory force; Strengthen credit supervision, implement differentiated supervision based on platform credit ratings and risk types, and increase the frequency and intensity of inspections for platforms or businesses with higher risks and poor credit.

He Shan, president of the Consumer Rights Protection Law Research Association of the Chinese Law Society and drafter of the Consumer Rights Protection Law, said that the high rate of non-compliance of online products is mainly because the responsibility of e-commerce platforms is too light.

"We must continue to increase the division of responsibilities for platforms, and allow platforms to assume responsibilities commensurate with their status or profits." He Shan said.
