Thus, the parliamentarian proposes to exempt persons with an income of up to 17 thousand rubles a month from tax.

According to the initiative, for citizens with an annual income of more than 204 thousand rubles, the rate remains at 13%, from 5 million rubles - 15%, from 10 million rubles - 25%, from 100 million - 35%.

As noted in the explanatory note, the project provides for state support for the middle class in Russia.

According to Katasonov, its implementation will help redistribute the tax burden towards wealthier Russians, as well as increase budget revenues by 343 billion rubles a year.

On January 1, 2021, a law came into force to increase the personal income tax rate from 13 to 15% for citizens with high incomes. 

According to the authorities, over the next three years, the country's budget will additionally receive almost 193 billion rubles.
