(Observation of the two sessions) Looking at the CIIE from the two sessions: How can China better "buy the world"?

China News Service, Beijing, March 9th (Reporter Li Xiaoyu and Li Jinlei) As expected by all circles, the two sessions of the country will release a clear signal of opening in 2021, which will make the 4th CIIE to be held in a few months more even more important. It is worth looking forward to.

This year's government work report clearly stated that it is necessary to implement wider, broader, and deeper opening-up, and propose to increase the import of high-quality products and services, and hold major exhibitions such as the International Import Expo, the Canton Fair and the Service Trade Fair.

Chinese Minister of Commerce Wang Wentao stated in the "Ministerial Channel" of the National Two Sessions this year that in terms of smoothing the domestic and international dual cycles, "the more important thing is to promote high-level opening up", and on this basis, promote the dual cycles to a virtuous cycle.

He said that in the future, he will innovate and upgrade the consumption platform to boost consumption and promote the formation of a strong domestic market.

Many representatives and committee members believe that the CIIE's positive effects on China and the world economy are continuing to show up, and in the future it is necessary to intensify efforts in improving policies and supporting facilities to further amplify the "CIIE Effect".

Jiang Ying, member of the National Committee of the Chinese People's Political Consultative Conference and senior vice president of Deloitte Asia Pacific, said that as the world's only major economy that has achieved positive growth under the epidemic, China's continued opening up has injected a steady stream of growth momentum into the world economy.

"The CIIE will turn exhibitors into investors, a platform for investment, a platform for capital, and a link for foreign businessmen to continue to cultivate the Chinese market." She said that in the next five years, it will be necessary to expand domestic demand and fully tap the potential of the domestic market. The "never ending" platform facilitates the entry of high-quality goods into China, which will also promote the improvement of China's supply-side efficiency and form a virtuous circle.

According to official data, the third CIIE's accumulated intentional turnover was US$72.62 billion, an increase of 2.1% over the previous session. Among them, “large orders” with a turnover of more than 100 million yuan are not uncommon.

Zhang Weimin, representative of the National People’s Congress and deputy general manager of Shanghai Foreign Economic and Trade Exhibition Co., Ltd. of Donghao Lansheng Group, said that thanks to various supporting policies, the attractiveness and international influence of the CIIE have been further enhanced, and the sales channels of exhibited products have also been greatly improved. Expansion has promoted the expansion of imports.

But he also admitted that because some policy information is not clear and implementation has additional conditions, the degree of openness of market access conditions for some commodities lags behind economic development.

For example, at the 3rd CIIE, a company brought a popular nasal spray in Europe to China for the first time, hoping to introduce some similar mature drugs to the Chinese market as soon as possible.

However, because such products are not in China's cross-border e-commerce product import catalog, they cannot be imported in accordance with cross-border e-commerce policies. They can only be cleared by express import of personal items, which takes a long time and complicated procedures.

Zhang Weimin suggested that in the future, officials should study and formulate realistic, targeted and forward-looking supporting policies based on the bottlenecks and difficulties encountered in the process of holding the CIIE, so as to provide policy guarantees for the better and better the CIIE.

Wang Wei, representative of the National People’s Congress and deputy general manager of Orient International Group, Orient International Entrepreneurship Co., Ltd., believes that how to enlarge the spillover effect of the CIIE is still under continuous exploration. The main problems at present include the need to improve supporting service facilities and trade facilitation. The innovation of policies needs to be enhanced.

Wang Wei believes that the next step should be to improve the industry chain of new cross-border e-commerce new retail and cross-border procurement to provide channels for the Yangtze River Delta and even the whole country to better connect with the international market.

In addition, the construction of the three “sea, land and air” ports in Shanghai should be strengthened, and a three-dimensional transportation network that smoothly connects to the Yangtze River Delta, China, and the Asia-Pacific region should be constructed to provide logistics guarantee for the CIIE to better “buy the world” and “sell the world”.

Yang Yuanqing, representative of the National People’s Congress and chairman and CEO of Lenovo Group, said that he expects the CIIE to make full use of the Hongqiao International Economic Forum and build it into a truly international vision, a consensus on globalization, and joint maintenance of the prosperity and stability of the international trade and investment environment. The platform also expects more countries and companies to participate in the CIIE, and facilitate Chinese companies to introduce high-quality technology and equipment from more channels.

According to official data, the contracted area of the 4th CIIE currently exceeds 60% of the planned area, and various preparatory work is progressing steadily as planned.
