Five out of 13 employees of the Korea Land and Housing Corporation (LH) who are suspected of speculating land in Siheung New City, Gwangmyeong were found to be in the second class, the manager level.



Eight out of 13 had previously worked at the Gwacheon Project Group or the Gwacheon Uiwang Project Headquarters, and 4 worked at the Jeonbuk Regional Headquarters, and one of them was found to have worked in Gwacheon.



This is why there is a strong suspicion of investing in land by mingling with each other in Gwacheon and exchanging information.



According to the ``Report on Current Issues Related to Speculation of Land Transactions by LH Employees in Gwangmyeong Siheung District,'' submitted by LH to the Democratic Party's Office, 13 LH employees from August 30, 2017 to February 27 of last year, have placed 12 parcels worth KRW 10 billion. It was confirmed that the purchase was made.



In Siheung, 10 employees purchased 8 lots (17,995㎡) either alone or in shared form, and in Gwangmyeong, 3 people bought 4 lots (8,990㎡).



Looking at their positions, the 2nd class, which is the manager's level, was the most common with 5 people.



Level 2 is the highest level of LH's practical workforce.



In LH, it is divided into 1-5 levels by position.



Level 1 is the highest level that can be given to the head of the department, the head of the office, the head of the headquarters, and the executives, and the level 2 is the level of the manager.



Level 3 is a deputy manager, level 4 is a manager, and level 5 is a proxy.



Eight out of 13 involved have worked at the Gwacheon Project Group or the Gwacheon Uiwang Project Headquarters.



Four of them worked at the Jeonbuk Regional Headquarters, and one of them was the spouse of an experienced worker at the Gwacheon Project.



In the end, it can be seen that all of them are connected to the headquarters in Gwacheon.



Some of these people have experience in land compensation work, so it is possible to doubt whether they have been tackling land investment in Siheung New Town in Gwangmyeong while sharing information with each other.



Most of them are believed to have reached retirement age over 30 years after joining the company.



The person with the earliest employment date entered the company in 1984.



There were 5 employees in 1989, 5 in 1990, and the remaining 2 in 1992 and 2004.



It is said that LH had a large number of employees joined at once due to the government's policy to expand housing supply around 1990.



Because of this, there is a cynicism within LH that'the seniors who came in all at once had a big accident just before retirement'.



LH is conducting its own thorough survey on 11 districts, including other important housing maps in addition to the 8 new cities that the government is currently conducting thorough surveys.



In Siheung, Gwangmyeong, employees who are involved in land speculation and whose violations are confirmed are subject to personnel measures such as suspension, dismissal, and dismissal.



In principle, land transactions by internal employees are prohibited, and land transactions under the person, spouse, and direct lineage are notified.



If an employee owns land, etc. in the business site, if it is determined that it is not for the purpose of living, it will be excluded from compensation for land compensation, relocation measures, and life countermeasures.



It was revealed that some of the LH employees who purchased the land in Gwangmyeong, Siheung, have divided their shares so that the area exceeds 1,000 square meters.



There are criticisms that this is a trick to obtain a negotiated transfer of land compensation among large land compensation.



Hyeop-eui-transferred land is literally a land that provides priority to landlords who responded well to the agreement in the process of land acceptance at the level of appraised value.



Resale of other land compensation land is limited as long as the resale price is below the supply price, but the negotiated transferable land can be resale only once without a price limit, so it is being abused as a financial means.
