  The government work report submitted to the Fourth Session of the 13th National People's Congress for deliberation stated that the focus of economic development should be on the real economy; the proportion of manufacturing should be basically stable.

  Recently, some local manufacturing companies have been "difficult to recruit".

Xinhua News Agency reporters went to Guangdong, Shandong, Jiangsu, and Henan a few days ago to enter the front line of the enterprise to ask the workers' opinions and listen to the opinions of all parties.

The reporter also interviewed representatives participating in the two sessions.

Temporary workers follow the labor service company to transfer, how to protect their rights?

  Enterprise demand: Suzhou Minhuang Precision Electronic Technology Co., Ltd. is a high-tech enterprise that produces accessories for Huawei and other companies. The most troublesome thing for Chairman Sun Zhongzheng is "lack of work."

In the enterprise, 40% of temporary workers leave after working for a few days, and 20% of the orders are not accepted due to lack of people. The unskilled technology of temporary workers increases the cost of product rework by 15%.

Sun Zhongzheng asked: "If the temporary workers are not in the sinking of the enterprise, who will train them to become outstanding industrial workers?" Kunshan Zhida Plastic Products Co., Ltd. has 30% of temporary workers. Chairman Zhang Xinzhi also said worryingly: "Temporary workers are not taught. When it comes to technology, who needs it after the age of 40?"

  What the worker said: He Wanchun, who is working as a temporary worker at Minhuang Company, was born in 1998 and is from Chuxiong, Yunnan. He has gone out to work at the age of 18.

There are 4 or 5 WeChat groups of labor service companies on his mobile phone. Which labor service company pays more in an hour will go to someone's house; and in Zhida Company, there are many similar temporary workers.

  Status of the labor market: According to Chen Qi, the person in charge of Kunshan Human Resources Market Group Co., Ltd., the company recruits 20,000 to 30,000 formal workers from all over the country a year, but after entering the company, many people leave their jobs and join the temporary workforce.

The reason is that temporary workers do not need to pay social security, and the hourly wages for temporary workers by labor service companies are higher than that of formal employees.

According to Shen Yueliang, general manager of Kunshan Chengxiang Human Resources Co., Ltd., there are nearly a thousand labor service companies in Kunshan that are robbing people; if they don’t provide hourly wages, they can’t get people.

  Government response: Xu Jihua, deputy director of the Kunshan Municipal Human Resources and Social Security Bureau, analyzed the difficulties in recruiting enterprises and pointed out that for every 3% increase in Kunshan's GDP, the employment population needs to increase by 1% simultaneously, while the supply of labor is declining.

In order to solve the problem of enterprise recruitment and safeguard the rights and interests of temporary workers, Kunshan is building a "everyone's first choice" human resource management service platform, establishing the "Red and Black List" version 2.0 of labor service companies, and strengthening the linkage and regular visits of small, medium and micro enterprises.

  Representative's suggestion: Duan Jun, a representative of the National People's Congress and a migrant worker, said that the government work report pointed out that the promotion of the liberalization of household registration restrictions on participation in social insurance in places of employment.

It is recommended that flexible employment be incorporated into the employment management service system as soon as possible, so that labor service companies and temporary workers should not become a blank place for non-payment of social security, and the legitimate rights and interests of temporary workers should be protected.

High-skilled workers are in urgent need, how can they be solved?

  Enterprise appeal: Wolong Electric (Jinan) Motor Co., Ltd. is the largest household motor manufacturing base in the north of Wolong Group. Gao Shaojing, director of the human resources administration department of the enterprise, said that the current shortage of front-line workers is still about one-quarter, and high-end motor R&D and other professional and technical personnel are more lack.

Jinan Shengquan Group Co., Ltd. launched several large projects this year, requiring about 1,500 skilled workers. Yan Liang, deputy general manager of the company's human resources department, said that it is difficult to recruit high-skilled workers.

  Government response: According to Li Shifeng, director of the Human Resources and Social Security Bureau of Zhangqiu District, Jinan City, Zhangqiu has more than 12,000 manufacturing companies.

It is necessary to carry out special training such as shortage of jobs and new employment forms, and actively guide skill training schools and labor service companies to vigorously carry out "order-based training", and accurately target to help enterprises solve the problem of high-tech employment difficulties.

  Representative's suggestion: Li Yan, a representative of the National People's Congress and president of Qilu Pharmaceutical Group, said that the pharmaceutical industry requires operators to master skills in chemistry, quality control, information technology, and automated control. Qilu Pharmaceutical Group obviously feels that it is difficult to recruit "the right person".

This year's government work report puts forward the completion of the three-year action target for vocational skill improvement and higher vocational enrollment expansion.

It is recommended that the state increase vocational training for high school graduates with good knowledge of mathematics, physics and chemistry in vocational education, and train them into high-level skilled workers.

Companies must tailor a career plan for each employee and continue to conduct skills training, and establish a corporate university to improve the professional skills of employees.

Young people’s employment concept has changed, how can they be retained?

  Enterprise demand: A valve company in Gaoshan Town, Xingyang City, Zhengzhou, Henan Province is facing the dilemma of aging employees and lack of successors.

“The average age of the company’s employees is 47 years old, and some workers are about to retire. Some jobs in the machinery manufacturing industry are physically demanding. Young people are unwilling to do it. It is difficult to recruit first-line core positions. The aging of workers affects the company’s production capacity.” Mr. Li said, the company is using technology. Transformation replaces labor, but some positions cannot be replaced by machines.

  Changes in the enterprise: The manufacturing center of the second factory of Guangdong Changying Precision Technology Co., Ltd. will still need to recruit 2,000 to 2,500 people by April.

Wang Tianyu, director of the manufacturing center, introduced that in order to solve the difficulty in recruiting, enterprises implement technology subsidies and other methods to retain people.

Li Chao, general manager of Guangdong Enoch Communication Co., Ltd., said that the company will recruit top and second runners-up for rewards and implement a plan for stabilizing industrial workers.

Zhang Wei, the human resources director of Dongguan Fengxi Food Co., Ltd., said that the factory is arranged like a high-end office building so that workers like to stay.

  Representative's suggestion: Zeng Xianggui, representative of the National People's Congress and chairman of the labor union of Dongguan Ruifeng Property Service Co., Ltd., believes that young people born in the 90s have clearer goals for the working environment, career development, education and retirement needs.

The government work report proposes to further promote the new-type urbanization strategy centered on people and accelerate the urbanization of the agricultural transfer population.

She suggested that education fairness should be promoted, the social security system should be improved, and migrant workers should take root in cities.
