China News Service, Beijing, March 4th (Reporter Ma Haiyan) The latest "Blue Book of International Talents: China Study Abroad Development Report (2020~2021)" shows that returnees (that is, returnees who have returned from overseas study and employment) have a high enthusiasm for returning to their hometowns and new frontiers. The city is more attractive.

  The Blue Book shows that as the returnee population continues to expand, the employment tensions for returnees have become more prominent.

The returnee population increased from 130,000 in 2000 to 4,231,700 in 2019.

In terms of the development advantages of overseas returnees, "having an international perspective" replaces "strong language communication skills" as its main advantage in domestic development.

  The enthusiasm of returnees for development in their hometown continues to increase, and the new first-tier cities are more attractive.

According to the results of the Blue Book survey, in 2019, the three important factors that the interviewed returnees considered when choosing to return to their home country to develop cities were: "fast economic development", "high degree of internationalization" and "multiculturalism and strong tolerance".

  Statistics in the Returnee Survey Report show that the interviewed returnees recognize the global development achievements of China's leading local companies.

Among them, "market coverage" is generally recognized, but "technical influence", "global influence" and "job-seeking influence" are slightly inferior, which shows that Chinese localization leaders have a good degree of recognition among returnees. However, there is still room for improvement in the promotion of comprehensive talents.

  The Blue Book recommends encouraging overseas students to return to the country for development, and providing a more complete and friendly service system for returnees and outstanding young talents around the world.

Establish and improve channels and mechanisms for overseas students to return to China for employment and entrepreneurship, and provide and improve internationally competitive talent development incentives and guarantee measures including taxation, wages, settlement, housing, and children's education.

Emphasize the differences and pertinence of talent attraction policies in industries, regions, and career development stages.

  Based on the complexity of the return of talents in the context of the epidemic, the coordinating role of national and regional overseas talent service centers should be further developed to achieve precise matching of high-end talents with competitive industries.
