The government pays up to 5 million won in disaster support to 6.9 million people, including small businessmen affected by the Corona 19 incident.



It also creates 275,000 jobs for the youth, women, and middle-aged people who were hit hardest by the unprecedented employment crisis.



In order to create customized damage countermeasures worth KRW 19,500 billion, we organize an additional budget for correction worth KRW 15 trillion.



In return, in the era of KRW 1,000 trillion in national debt, we came one step faster.



The government held a state council meeting today (2nd) and decided on a supplementary bill for 2021 (the second customized damage support measure) containing these details.



This measure includes a total of 19.500 billion won to select and support those affected by the third COVID-19 outbreak, respond to employment shocks, and reinforce quarantine measures.



To this end, an additional KRW 15 trillion was added to the KRW 4.5 trillion reflected in the existing budget.



In terms of the size of the supplement (based on expenditure), it is the third largest ever since last year's third supplement (23 trillion won) and 2009 (17 trillion won), the global financial crisis.



The biggest project is the'Support Fund Plus' program that supports small business owners who have suffered losses due to quarantine measures to prevent the spread of Corona 19.



The input capital is 6.7 trillion won, which is the largest among single projects.



The subsidy for small business owners most clearly embodied the principle of the 4th disaster subsidy:'broader and thicker'.



We decided to support 3.85 million people by increasing the number of targets by 1.05 million people, and the maximum payment amount was raised from 3 million won to 5 million won.



The existing framework that was classified into banned, restricted, and general industries was maintained, but the banned sectors were differentiated from those with extended measures to those that were moderated.




In the case of general business, we divided into business crisis business with a decrease of more than 20% in sales and business with simple decrease in sales.



In this way, ▲ 5 million won for group prohibited (extended) businesses such as singing practice ▲ 4 million KRW for group banned (mitigated) businesses ▲ 3 million KRW collectively for group restricted businesses ▲ general (management crisis) 2 million won ▲General (simple reduction) 1 million won.



In order to eliminate the blind spot of existing small business owners' support fund, the'less than 5 workers' rule was removed, and the limit on sales for general industries was raised from 400 million won to 1 billion won.



Emergency employment security subsidies are provided to 800,000 people in the underprivileged, such as special high school (specially employed) and freelancers.



Existing applicants are 500,000 won and new applicants are 1 million won.



We give 700,000 won to corporate taxi drivers and 500,000 won to caring service workers.



We provide 500,000 won for temporary livelihoods to 800,000 households in the marginalized working poor.



500,000 won is given to street vendors managed by local governments on the premise of business registration.



A special labor scholarship of 2.5 million won is given to 10,000 college students who have difficulties due to their parents' unemployment or closure.



A total of 2.8 trillion won is invested in emergency employment measures.



We provide special support that raises the employment maintenance subsidy to 9/10, which gives two-thirds of the leave-of-work and leave allowances, for an additional 3 months for businesses that are banned from collective or restricted operations.



We provide special support for 10 newly selected business-critical businesses.



A total of 275,000 jobs are created for the three generations, including youth, middle-aged, and women, who have been hit hardest by the employment crisis created by Corona 19.




We have increased jobs in the fields of digital, culture, quarantine/safety, green/environment, care/education, such as online tutors for low-income children learning assistants and re-employment of workers in indoor sports facilities.



We focused on reducing public work jobs that do simple work, discovering a number of jobs specialized in the Corona 19 situation, and supporting the reinstatement of unemployed workers.



With the fixed budget of KRW 4.5 trillion, the emergency financial support fund for small business owners and SMEs will be increased.



It also invests KRW 4.1 trillion in the field of quarantine, including vaccine purchase costs.



The government issuing government bonds to raise KRW 9 trillion out of 15 trillion KRW in additional funds.



As a result, the national debt forecast at the end of the year is 965 trillion won, which is one step closer to 1,000 trillion won.



The government plans to submit an additional bill to the National Assembly on the 4th of this month.



If passed on the 18th according to the policy of the ruling party, payment will start on the 28th or 29th.
