  [Explanation] Sun Wenjian introduced that as of the end of January 2021, a total of 218 online car-hailing platform companies in China have obtained online car-hailing platform operating licenses, and a total of 3.086 million online car-hailing driver licenses and 1.161 million vehicle transportation certificates have been issued.

  Compared with the data at the end of October last year, online car-hailing platform operating permits, online car-hailing driver certificates, and vehicle transportation permits increased by 5.3%, 21.3%, and 9.6%, respectively.

It is important to note that among online ride-hailing platforms with orders exceeding 1 million orders, Huaxiaozhu Travel has the lowest double-compliance order completion rate, which is 16.1%.

  [Explanation] The so-called dual compliance refers to licensed vehicles and people.

Sun Wenjian pointed out that the double-compliance order rate directly reflects the legally compliant operation of the online car-hailing platform. The higher the index, the more standardized the operation of the online car-hailing platform, and the more assured passengers will be on the online car-hailing platform dispatched by the platform. The more security is guaranteed.

  According to the monitoring situation in January 2021, among the online car-hailing platforms with orders exceeding 1 million, the double-compliance completion rate from high to low are: Xiangdao Travel, Cao Cao Travel, Shouqi Car-hailing, T3 Travel , Ruqi Travel, Didi Travel, Meituan Taxi, Wanshun Taxi, Huaxiaozhu.

  [Explanation] Sun Wenjian said that in order to increase the double-compliance order completion rate of online car-hailing platforms, the Ministry of Transport will urge problematic online car-hailing platform companies to speed up the implementation of rectification and guide local transportation departments to crack down on illegal operations.

  [Explanation] Speaking of the inaccurate billing of online car-hailing orders in some regions, Sun Wenjian pointed out that the Ministry of Transport will follow up on the problems related to the timing and price behavior of online car-hailing platforms, and take multiple measures to regulate online car-hailing.   The first is to cooperate with market regulatory authorities to strengthen the supervision and management of online car-hailing metering and price behavior, and urge online car-hailing platform companies to effectively fulfill their corporate responsibilities, ensure accurate metering and timing pricing, and safeguard the legitimate rights and interests of consumers.

The second is to urge all online car-hailing platform companies to implement the relevant regulations on the open platform pricing mechanism and dynamic price increase mechanism, and the price adjustment mechanism will be announced to the public at least 7 days in advance and accept public supervision.

The third is to give full play to the role of social supervision, solve the problems reported by the public in a timely manner, jointly promote the modernization of the industry governance system and governance capabilities, and promote the standardized and healthy development of the online car-hailing industry.
